(i) This is a combined synopsis/solicitation/RFP, DABT63-00-R-1011, for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 97-14. (iii) This is a full and open competition under SIC 4899. (iv) GENERAL INFORMATION: The DoD Counterdrug Technology Development Program Office (CDTDPO) has a requirement for Inmarsat D+ services for use by the Government. The CDTDPO is soliciting proposals from Inmarsat D+ providers for D+ service primarily in the AOR-East and AOR-West coverage areas. (v) OBJECTIVES: The Solicitation/Contract shall consist of Contract Line Item Numbers (CLINs) to be set up as follows: CLIN 0001 shall be for D+ Services. CLIN 0002 shall be for Advanced/Optional Technical Support. CLIN 0003 shall be for Optional D+ POR Services. CLIN 0004 shall be for Optional D+ IOR Services. Each of these is described further as follows: CLIN 0001 shall be for Inmarsat D+ services in the Atlantic Ocean Region-East (AOR-East) and AOR-West regions as a minimum available for unit commissioning and usage on or about 25 May 00. A flexible pricing structure, much like that now common in the US cellular industry, is also desirable. The proposal should identify all related costs including such things as (if applicable) unit commissioning cost, unit monthly subscription costs, forward and reverse message costs, user console subscription costs, multiple delivery costs, etc. It is expected that a BASIC level of CUSTOMER SERVICE/TECHNICAL SUPPORT via telephone and email shall be provided for commissioned units. This support typically covers, but would not be limited to, such things as aiding correcting configuration and changing delivery options. Provide list of standard commercial basic customer service/technical support services. The proposals shall identify the level of customer service/technical support that is provided at no additional cost for commissioned units. There is also a requirement for USER GIS TECHNICAL SUPPORT. GIS Support: The Government has an established Geographical Information System (GIS) software package for remote terminal data display and control. The Government intends to integrate the display and command and control protocol and features of the D+ terminal into this package. The contractor shall support the incorporation of their data hub protocols into the Government selected GIS in the manner described below. INTERFACE DOCUMENTATION: The contractor shall provide the necessary technical interface documentation required to develop an interface to the Land Earth Station (LES) or data hub. TECHNICAL SUPPORT: The contractor shall provide a point of contact that can provide technical support via telephone during this integration period. The integration period is expected to last no longer than six (6) months. The following ACTIVATION AND USAGE ESTIMATES are provided as an aid in proposal preparation and is not a commitment by the Government. These projections are conservative and based on information contributed from three (3) Government organizations. It is reasonable to expect that the actual activations would be significantly greater as the capabilities of the new generation of D+ devices become more widely known. ESTIMATED ACTIVATIONS: For the period on or about 25 May 00 through 24 May 01, it is estimated that there will be approximately 300 activations per year. ESTIMATED MESSAGE TRAFFIC: The usage of the individual terminals will vary greatly. Some will be in almost constant use, while others may consist of intermittent duty spending months on the shelf and then pressed into service at short notice. It is anticipated that the bulk of the message traffic will be from the remote unit to the user console with less than 10% of the traffic flowing from the user console to the remote unit. OPTIONAL CLINS: CLIN 0002 shall be for Advanced/Optional Technical Support. The contractor shall provide long-term telephone and email technical support beyond that included in the BASIC CUSTOMER SERVICE/TECHNICAL SUPPORT described above. This support shall be provided at a fixed price per hour. This will be for technical problems that are outside the normal range of problems covered by the basic support. APPLICABLE TO OPTIONAL CLINs 0003 AND 0004: These services must be available commercially NLT 12 months from date of award, however, availability at 12 months does not guarantee that the Government will exercise this option. You may price this option at no cost or indicate cost that will reflect an affirmative 12-month availability. CLIN 0003 shall be Optional for Inmarsat D+ services in the Pacific Ocean Region. CLIN 0004 shall be Optional for Inmarsat D+ services in the Indian Ocean Region. (They will be optional) (vi) EVALUATION CRITERIA: Evaluation of the proposals will be accomplished using the following criteria, which are in descending order of importance: (1) Technical; (2) Past Performance; and (3) Price. Award will be made to the proposal determined to be the most advantageous to the Government, all factors considered, and may be awarded to other than the offeror with the lowest price. (vii) Type of contract award is anticipated to be Indefinite Delivery/Indefinite Quantity (ID/IQ) Fixed Priced rates with a 12 month base year and one 12 month option year. Minimum guarantee is $12,500 per year/contract, and the maximum (ceiling) is $1.9 Million Total Estimated Value per contract. Multiple awards will be made IAW FAR Subpart 16.504. (viii) Due date for proposal is 9 May 2000, 1600 hours Pacific Standard Time (PST).
