Solicitation scheduled to issue on or about April 26, 2000. GSA is
issuing this solicitation only electronically. Interested parties may
access the solicitation at http://www.eps.gov. This site provides
instructions for downloading the solicitation file. This solicitation
is a solicitation for Federal Supply Schedule 736 -- Temporary Support
Services, Clerical & Professional, from which the Government
contemplates award of contracts for services listed in the Schedule of
Items covering 5 Special Item Numbers (SINs). This solicitation is for
commercial clerical and professional administrative support services to
be provided on a temporary basis (covered under Standard Industrial
Classification (SIC) 7363 -- Help Supply Services. The Government
contemplates award to private sector temporary help service
establishments primarily engaged in supplying workers to clients'
businesses for brief or intermittent periods of time. The private
sector firm is the legally responsible employer and supervisor of the
temporary worker and maintains that relationship during the time its
employees are assigned to a client. The Schedule of Items designates
certain major metropolitan areas as well as providing for Nationwide
and Worldwide coverage. There have been significant changes to the
Special Item Number (SIN) categories since the previous solicitation.
SIN 736-100 for Clerical, SIN 736-200 for Professional, and SIN 736-400
(Worldwide) contained in the previous solicitation has been changed.
Newly defined SIN's 736-100 and 736-200 are set-aside for small
business. New SIN's 736-300 and 736-400 are NOT set-aside for small
business. A new SIN has been added: 736-500 (New Service) which is also
NOT set-aside This solicitation will remain in effect unless amended
and/or replaced by an updated solicitation. This program started as a
pilot on October 1, 1997, for a 5-year period. This is a standing
solicitation with no closing date for receipt of offers. Offers may be
submitted at any time. However, all contracts awarded under this
program will expire on September 30, 2002 (expiration of the pilot
program). There is no option period available in any contracts awarded
under this program. All contracts will be indefinite
delivery-indefinite quantity contracts with $100 guaranteed minimum for
the contract period. Various clauses including Clause I-FSS-599,
Electronic Commerce-Federal Acquisition Network (FACNET), which
implements GSA Advantage (GSA's On-Line Shopping Program) are included.
Acceptance of the Government Purchase Card is mandatory for payments
equal to or less than the micro-purchase threshold for oral or written
delivery orders. You must be capable of receiving payment by
Electronic Funds Transfer (EFT) in accordance with Prompt Payment Act
(31 U.S.C. 3903) and Office of Management and Budget (OMB) Circular
A-125, Prompt Payment. All contracts to be awarded include Industrial
Funding provisions. See Note 12 (Trade Agreements). All responsible
