Air transportation of passengers and baggage utilizing aircraft operating under FAR Part 121 or 135, that are IFR equipped, multi-engine, and turbine powered. The purpose of this contract is to shuttle passengers between Naval Air Station (NAS) North Island (NI) CA and San Clemente Island (SCI) CA Monday through Friday. Additional missions, depending on aircraft availability, between these locations may be required during the week, weekends, and holidays, as well as other off-line locations within a 200 nautical mile radius of NAS North Island. Airlift must be capable of moving 150 passengers and personal baggage from NAS NI to SCI within 4.5 hours Monday morning and return 150 passengers within 4.5 hours on Friday afternoon. Tuesday, Wednesday, and Thursday, the contractor must have the capability to move 80 passengers one way within 4.5 hours in the morning and afternoon. Flight time and ground time are estimated at 30 minutes each. This requirement is for a twelve-month performance period beginning 1 October 2000 with four one-year option periods and includes a "not to exceed" six-month performance extension as authorized by FAR 52.217-8. To be awarded a contract under this solicitation, prospective offers, if they are Part 135 Air Carriers, must satisfy all DoD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3, and the DoD Additional Standards for Contract Passenger Operations under FAR Part 135.
