be accepted for the Cumberland Gap National Historical Park Project
PRA-CUGA 25E27, in Claiborne County, Tennessee. The project consists of
the repair of an existing soil nail wall, the repair of an existing
slide located above US Route 25E at the US Route 58 intersection, and
lining and repairs to the Little Tunnel. The project work includes
structure excavation, installation of ground anchors, rockbolts,
structural concrete, shotcrete, topsoil, erosion control matting, rock
fall netting, and other work. Principal items of work and approximate
quantities are as follows: Ground anchors: 85 each; Rock bolts: 90
each; Structural excavation: 11,500 cuyd; Structural concrete anchor
blocks, 8'x8'x2': 85 each; Shotcrete, 6-inch depth: 650 sqyd; Topsoil,
2-inch depth: 13,500 sqyd; Erosion control mat, type 2: 21,000 sqyd;
Rock fall netting: 300 sqyd; Structural plate pipe, 162 inch: 770 ft.
The project is expected to fall within the price range of $1,000,000 to
$5,000,000. Invitation for Bids No. DTFH71-00-B-00020 will be issued on
or about June 13, 2000. Bids will be opened on or about July 18, 2000,
at 2:00 pm, local time, at the address listed above. Plans, proposal
and contract booklets, standard specifications, and other bid
documents, will be available on or after the issuance date, from the
Federal Highway Administration, Eastern Federal Lands Highway Division,
21400 Ridgetop Circle, Sterling, Virginia 20166-6511, telephone:

is strongly recommended that all requests for bid documents and
planholder's lists be received 7 calendar days before bid opening to

Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization has bonding programs to assist minority,
women-owned and disadvantaged business enterprises in acquiring
short-term capital and bonding assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates up to $500,000 to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $1,000,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
