the placing of approximately 300 three-foot diameter (1 cubic yard)
granite boulders within a 4800 foot reach of the Naugatuck River. The
work area extends from the confluence of the East and West Branch
Naugatuck Rivers to a point about 1300 feet downstream of the Palmer
Street Bridge. On average approximately 15 boulders will be placed
within each 300 feet reach of pool and 21 boulders within each 300 feet
reach of riffle. Each boulder will be buried in the streambed to a
depth of about 1 foot in riffle areas, clusters of three boulders will
be oriented to promote development of a deep low flow channel.
Shallow, ca 3 ft diameter depressions may be excavated downstream of
the clusters to promote develoment of scour holes. Material excavated
from the depressions would be sidecast. In pool areas, boulders will be
placed singly or in clusters of 2 or 3 boulders within areas likely to
remain inundated under most of the year. In addition to the 300 new
boulders, some existing boulders in the river may be relocated to
improve habitat in both riffle and pool areas. At the outfall of a
small stream (Gulf Brook), about 16 boulders will be clustered to
concentrate flow and cause formation of a deep scour hole. Boulders
will be installed using heavy equipment (dump trucks and a large bucket
loader) working within the river channel during low flow periods (June
1 through September 30). At all times a Stream Restoration Specialist
hired by the contractor will supervise boulder placement. The Stream
Restoration Specialist must submit his credentials for approval to the
US Army Corps of Engineers, New England District. Temporary roads will
be installed at four locations to provide access to the river. Roads
will be completely removed once the boulders are installed. Equipment
operating in the river will be washed free of oil and grease and
inspected daily for leaks. Estimated cost of the project is between
$25,000 and $100,000. Specifications will be available at no cost on or
