Reclamation has a requirement to furnish and install two fishscreen
facilities, a concrete bridge, a canal lateral turnout structure, an
energy diffuser structure, and three pipelines near Yakima WA. There
are two work sites. The Powell/LaFortune worksite is located 12 miles
northwest of Yakima and 1 mile south of Naches, Washington. Work at the
LaFortune site will likely include: a reinforced concrete fishscreen
structure; a fish return pipeline and outfall structure; canal access
road embankments and gravel surfacing; landscaping; furnishing and
installing chain-link fencing; furnishing and installing miscellaneous
embedded metalwork; and furnishing and installing the complete
electrical system including gate automation, water level sensors, and
auto-dialer alarm. Work at the Powell site will likely include: a
diversion structure and a measurement weir structure pipeline; an
energy diffuser structure; and landscaping. The Scott worksite is
located 12 miles northwest of Yakima and 1 milesouthwest of Naches
Washington. Work at the Scott site will likely include: removal and
disposal of existing wooden bridge and abutments; a reinforced concrete
fishscreen structure; a fish return pipeline and outfall structure; a
fish sampling well; construction of a bridge which includes; site
grading, subbase, and road embankments for existing access road;
furnishing and placing 4-inch gravel surfacing on existing access road;
furnishing and installing riprap; clearing and grubbing for temporary
access during bridge construction; landscaping; furnishing and
installing chain-link fencing; and miscellaneous embedded metalwork. A
Request for Proposals (RFP) is schedule to be issued on a CD-ROM in
late May, but all dates are subject to change. The RFP will request
offerors to submit written technical proposals detailing: the offeror's
proposed methods and equipment; past performance information
demonstrating experience with this type of requirement; proposed CPM
schedule and other information. Offers will be evaluated on the quality
of the proposed work plan and CPM schedule, successful past performance
of similar work, the qualifications and experience of proposed key
personnel, as well as price and other price-related factors. The
solicitation will contain information regarding site visit
opportunities. Estimated range for this acquisition: $500,000 to $1
million. All responsible sources may submit an offer, which we will
consider. A presolicitation notice (PSN) will be available
approximately 1 week after the publication of this notice. Offers may
request the PSN or solicitation in writing at the address above, by FAX
at (208) 378-5108, or by email to dlarrondo@pn.usbr.gov. All requests
should reference the solicitation number. The PSN will also be
available via the Internet at "http://www.pn.usbr.gov/contracts." No
charge for first copy of CD -- additional copies available for a
non-refundable fee of $25 per CD. This requirement is not set-aside for
