55 -- MINERAL FIBERBOARD SOL 1PI-R-1574-00 DUE 051500 POC Rhonda Robinson, Contract Specialist (202) 305-7333 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. The solicitation number is 1PI-R-1574-00 and is being issued as a Request for Proposals (RFP). The solicitation shall be obtained at http://www.unicor.gov/procurement/furniture. Offerors must submit the following forms: 1.) ACH Vendor/Miscellaneous Payment Enrollment Form; 2.) FP19999.999-9-Business Management Questionnaire; 3.) SF1449 -- Solicitation/Contract/Order for Commercial Items; 4.) 52.212-3 Offeror Representations and Certifications -- Commercial Items. Any proposals that reject the terms and conditions of this announcement or do not include all of the required forms may be excluded from consideration. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 97-15. This acquisition is being set aside 100% for small business. The small business size standard is 500 and the Standard Industrial Classification Code is 2493. UNICOR, Federal Prison Industries, Inc. intends to enter into a Firm Fixed Price, Requirements type contract. The period of performance is five years with an Economic Price Adjustment every 12 months. The requirement for Line Item 0001 -- Mineral Fiber Board, shall be brand name or equal to Micore (160). Salient Characteristics: Mineral Fiber board 160, 3/4"T X 4'W X 8'L. If an equal product is offered, the product shall comply with the following salient characteristics: Contain inorganic mineral fibers to resist moisture that will minimize expansion and warpage. Machinable -- cuts and shapes easily with standard equipment. Suitable substrate for core material for products used as tackboard; material shall not disintegrate and shall retain thumbtacks after long term use. Fire retardancy -- To meet Class A Surface Burning Characteristics per: ASTM C423, Flame Spread: 25, Smoke Developed: 20. Both sides of the fiber board sheet must have a smooth surface. Machining dust from material must be able to meet OSHA approved air standards using a Standard Dust Collection System. Sheets shall fall within the following tolerances; Width/ Length Tolerance: +/- 1/64" per lineal feet Thickness Tolerance: +/- 1/64" Density: 16 (+/-) 2 LB PER CU FT Hardness (Janka Ball): 28.5 TO 30.5 lbs, R Value: 1.43, Thermal Conductivity K Factor: .34 at 75 degree F mean temperature Weight Range: 500-750 LBS/MSF Modulus of Rupture: 178-184 LB PER SQ IN, Modulus of Elasticity: 30,500-34,300 LB/.IN, Tensile Strength Perpendicular to Surface: 8-9 LBS PER SQ. IN. Tensile Strength Parallel to Surface: 95-111 LBS PER SQ. IN. Packaging shall be palletized with corner protection, fiber board shall be packaged no more than 50 per pallet. Estimate Quantity: 20,000 Each. UNICOR P/N #PRB0113. A certificate of compliance and test reports shall be furnished to FPI. Fiber boards shall be packaged no more than 50 per pallet. Packaging shall be on pallets with corner protection. Funds will be obligated by individual delivery orders and not by the contract itself. Any supplies to be furnished under this contract shall be ordered by issuance of delivery order. Required delivery is within 30 days of contractor receipt of each delivery order and will be FOB Destination to UNICOR-Federal Prison Industries, Federal Correctional Institution, Route 59 Lewis Run, Bradford, PA 16701. In accordance with FAR 52.216-19 ORDER LIMITATIONS, the minimum order limitations per delivery order for which the Government is obligated to purchase and the contractor is obligated to accept for each order is as follows: 50 Each. The maximum order limitations per delivery order: 500 Each. The contractor will not be obligated to honor an order for any of these items with quantitiesexceeding the maximum order limitations. The variation in quantity is 5% increase and 5% decrease. The contractor will not be obliged to honor a series of orders for any of these items from the same ordering office within seven days that together call for quantities exceeding these maximum order limitations. In accordance with FAR 52.216 Ordering, orders may be issued under the resulting contract from the date of award through five years thereafter. In accordance with FAR 52.216-21 Requirements, the contractor shall not be obligated to make deliveries under this contract after 90 days beyond the contract expiration date. Office of Management and Budget (OMB) No. 9000-0136 which expires February 28, 2001 applies to this solicitation under the Paperwork Reduction Act. Offerors may submit signed and dated Federal Express or hand delivered offers to UNICOR, Federal Prison Industries, Inc., Material Management Branch, 400 First Street NW, Washington, DC 20534, 7th Floor, Attn: Bid Custodian. The due date and time for receipt of proposals May 15, 2000 at 1:00 p.m. EST. Each proposal must contain the name, address and telephone number of the offeror as well as any discount terms that are offered. All offerors must hold their prices firm for 60 calendar days from the due date specified for receipt of proposals. Incremental pricing will not be accepted. Any amendments hereby issued to this solicitation will be synopsizedin the same manner as this solicitation and must be acknowledged by each offeror. Any proposals or modifications to proposals received after the specified due date for receipt of proposals will not be considered. In accordance with FAR 52.212-2 Evaluation -- Commercial Items, evaluation of offers will be based on price and price related factors. Discounts for early payment, if offered, will not be considered in the price evaluation. In order for the Government to evaluate past performance, each offeror must submit references of at least five previously performed contracts on the FP19999.999-9 Business Management Questionnaire. Offers will be evaluated on the basis of advantages and disadvantages to the Government and may result in multiple awards. Award will be made to the responsible offeror submitting the proposal that is determined to be the best value to the Government considering price and/or cost and price-related factors, if any, as specified in FAR 14.201-8, past performance and technical quality.The Government may make an award with or without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price standpoint. A written notice of contract award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party.
