E-MAIL: Clarence Abernathy, clarence.w.abernathy@customs.treas.gov. The purpose of this requirement is replace the existing(Uninteruptable Power Supply) UPS, system. The system provides support at the Newington Data Center (NDC), Newington, VA. The equipment consist of the following: (6) MGE 300KVA Power Distribution Units (PDU's) (1) MGE parallel cabinet (1) MGE maintenance bypass cabinet The system shall provide a steady flow of clean, reliable power and is the primary interface to backup power supplies. The data center operates on a 24-hour per day and 7 day per week basis. It serves an enterprise that has many high profile, high-availability national systems: Automated Commercial Systems (ACS), Treasury Enforcement Communications System (TECS), Seized Asset and Case Tracking System (SEACATS), Automated Export System (AES), Management Systems (MS) and National Customs Automation Program (NCAP). Therefore, the replacement of the UPS system and any associated electrical work must be performed in such a manner as to reduce any risk of electrical outage in the data center. Prior to a planned electircal outage, the work must be authorized by Data Center Management. In addition, no electrical outages may exceed 12 hours. The electrical system must maintain clean, reliable electrical power during all stages of the UPS replacement. It is vital that the work attains the highest level of reliability at all times. The contractor shall install the equipment within 45 calender days after contract award. The replacement of the existing equipment must take place with little or no disruption of service currently provided by the existing system. U.S. Customs considers 12 hours an absolute maximum. The installed system shall be warranted for a minimum of five years after system acceptance to include complete parts and service related to system malfunction/failure. The proposed requirement is being competed on a unrestricted basis. All responsible sources will be considered by the agency.
