synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR), Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-16 and Defense
Acquisition Circular 91-13. The standard industrial classification code
is 3826, Laboratory Analytical Instruments, 500 employees. This also
serves as a notice of intent to negotiate on a sole source basis (Ref.
FAR 6.302-1, Only one Responsible Source and No Other Supplies or
Services will Satisfy Agency Requirements), with Finnigan MAT,
subsidary of ThermoQuest Corp, of 355 River Oaks Parkway, San Jose, CA
95134 on an other than full and open competitive basis because they
are the only known source for the equipment. Prior to providing
pricing, the offeror should take note of the following: The offeror
shall provide separate pricing for each of the following Contract Line
Item Numbers (CLINs) 0001- TRITON TI Mass Spectrometer(P/N
0722150)(1ea), The filament assemblies shall be compatible with thermal
ionization mass spectrometers used at the US Department of Energy (DOE)
standards laboratory, specifically New Brunswick Laboratory (NBL), for
interlaboratory calibration purposes and independent checks of sample
preparation and filament loading procedures. The mass spectrometer
shall be capable of analyzing masses up to 340 amu and shall allow
static analyses of lithium. The working resolution of the
magnetic-sector analyzer system shall be 500 (10% valley definition.)
The ion source shall incorporate a multisample turret with a capacity
of at least 20 samples. The data system shall be based on the Windows
NT platform and shall have been developed following current software
development practices. Upgrades to the System Software for 3 years
beyond the delivery date of the contract are included. The system shall
be capable of being networked and operated remotely. A scripting
capability shall be included for flexible instrument control and data
evaluation. The computer system supplied with the mass spectrometer
shall be Pentium III based. The system shall meet all of the sellers
standard tests prior to shipping. The following are optional items:

engineer; 0001AR- One week of on-site training to occur within one week
of complete installation(1 Lot); 0001AS- Extension boards to test
electronic components; 0001AT- Complete documentation of the instrument
to include drawings, maintenance manuals, software manuals, and
installation instructions(1 Lot); The contractor shall extend to the
Government full coverage of any standard commercial warranty normally
offered in a similar commercial sale. Acceptance of the warranty does
not waive the Government's right under the Inspection clause, nor does
it limit the Government's rights with regard to the other terms and
conditions of this contract. In the event of a conflict, the terms and
conditions of the contract shall take precedence over the warranty.
The warranty period shall beginupon final acceptance of the applicable
deliverables listed in the schedule. The government elects to award
any, all, or none of the items above. This procurement will be F.O.B
Destination and delivered to Sandia National Laboratories, 1515 Eubank
SE, Albuquerque, NM 87123. The contractor shall deliver all items by
December 31, 2000. Inspection and final acceptance shall occur during
installation. FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS
(MAR 2000) is incorporated by reference and applies to this
acquisition. FAR 52.212-2, EVALUATION-COMMERCIAL ITEMS applies to this
acquisition, paragraph (a) add, The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. Evaluation will be
based on the following technical evaluation factors: 1)Compatibility
with spectrometers currently in use at US DOE standards laboratory,
(NBL) 2)Instrument capabilities, 3)Past performance and services
offered, 4)Price reasonableness and realism. Offeror shall include a
completed copy of the provision at FAR 52.212-3, OFFEROR
REPRESENTATIONS AND CERTIFICATIONS ALT I (OCT 1998) -- COMMERCIAL (FEB
2000) with proposals. The provision may be obtained at http:
farsite.hill.af.mil. FAR 52.212-4 CONTRACT TERMS AND CONDITIONS --
COMMERCIAL ITEMS (MAR 1999) is incorporated by reference and applies to
this acquisition with the following addendum: YEAR 2000 COMPLIANCE (OCT
1998) (a) The Contractor shall ensure that all information technology,
which will be required to perform date/time processing involving dates
subsequent to December 31, 1999, shall: (1) be Year 2000 compliant or
(2) if the Contracting Officer approves in writing, the identified
information technology will be upgraded to be Year 2000 compliant prior
to the earlier of: (I) the earliest date on which the information
technology may be required to perform date/time processing involving
dates later than December 31, 1999 or (ii) December 31, 1999; and (3)
Describe existing information that will be used with the information
technology to be acquired and identify whether the existing information
is Year 2000 compliant. (b) "Year 2000 compliant" means, with respect
to information technology, that the information technology accurately
processes date/time data (including but not limited to, calculating,
comparing and sequencing) from, into, and between the twentieth and
twenty-first centuries, and the years 1999 and 2000 and lap year
calculations, used in combination with the information technology being
acquired, properly exchanges date/time data with it. FAR 52.212-5
CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR
EXECUTIVE ORDERS -- COMMERCIAL ITEMS (FEB 2000), is hereby incorporated
by reference. The following clauses apply to this solicitation and any
resultant contract, FAR 52.203-6,Alternate I, FAR 52.212-4, FAR
52.216-24, FAR 52.222-35, 52.222-37, FAR 52.232-33, FAR 52.222-26,
DFARS252.225-7001, DFAR 252,225-7002, and DFARS 252.247-7023. A
firm-fixed price contract will be awarded as a result of this
solicitation. The Defense Priorities and Allocations Systems (DPAS)
assigned rating for this procurement is DO-C9E. One original signed and
