SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AND SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. Solicitation Number 00HQQQ0109 is a
Request for Quotations (RFQ). This procurement is being conducted under
the Simplified Acquisition Procedures for Commercial Items. This
solicitation document and incorporated provisions are those in effect
through Federal Acquisition Circular 97-15. This is an unrestricted
solicitation. The SIC Code is 3826 Laboratory Analytical Instruments
and the small business size is 500 employees. The quoter shall state in
their quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. The USGS Biological Resources Division has a
requirement for a Particle Image Velocimeter Instrumentation package
(equipment and operational integrated software) to measure the velocity
of water particles in three dimensions, process, analyze and prepare
data for presentation and data processing. Equipment and integrated
software must include, but is not limited to, the following functions:
1. The system must be capable of providing all three velocity
components in a plane cross-section of fluid flow. 2. The system must
have real-time feedback and analysis processing capability 3. The
system shall use a laser light sheet to illuminate flow field 4. The
system shall have multiple cameras for proper triangulation and
3-dimensional measurements 5. System cameras must take high resolution
pairs of photographs (1 million pixels or more) of the illuminated
sheet of water. 6. The system must be non-intrusive and which will not
interfere with flow field or fish present in the flow field. 7. The
system must have onboard processors to determine flow rate within the
photo frame by processing thedata prior sending to the computer hard
drive 8. The system must be capable of phase locking to external
trigger signals, e.g., a signal from a rotating test engine. 9. At
least 1.1 Gigabyte available for uninterrupted image sequence 10. The
system shall require only a short (less than 1 day) set-up time 11. The
system must be covered by a 12-month or longer on-site parts and labor
warranty. 12. FY2000 compliant 13. Software package analyzes raw data
from particle photos to produce velocity, turbulence, shear stresses,
vorticity data. 14. The system must have open architecture (integrated
Windows based system) 15. Creates database to organize and track data
16. Package offers particle displacement validation 17. Variable peak
height validation 18. Correlation width validation to ensure maximum
accuracy during measurement 19. Animation capability for image, vector,
and color scalar maps 20. Provide software upgrades as feasible 21.
Provide setup and software use training by a factory trained
representative Division, S.O. Conte Anadromous Fish Research Center,
One Migratory Way, Turners Falls MA 01376. Delivery is required FOB
Destination 42 to 56 days ARO. The provision at FAR 52.212-1
"Instructions to Offerors -- Commercial Items and addenda 52.237.1 is
applicable to this acquisition. The provision FAR 52.212-2
Evaluation-Commercial Items is applicable to the solicitation. Offerors
shall include with their offers a completed copy of 52.212-3 Offeror
Representations and Certifications -- Commercial Items. Far clause
52-212-4, Contract Terms and Conditions Commercial Items is applicable
to this solicitation. Far Clause 52.212-5, Contract Terms and
Conditions Required to Implement Statues or Executive Orders-Commercial
Items is applicable and the following clauses are checked: 52.232-33
Payment by Electronic Funds Transfer-Central Contractor Registration.

"Buy American Act -- Supplies," the quoter shall so state and shall
