Information Database This is a Request For Information for COTS
software and is issued to request technical and marketing information
on the availability of application software that meets the following
minimum characteristics. Responses to this notice will be used to
develop a source list for a Request for Proposal (RFP) which may be
issued in late 2000: The software shall: 1) be a fully functional web
enabled front-end application that supports HTTPS and is built on a
ORACLE database engine, 2) be an accepted implementation of TriplesDES
and be on the NIST (National Institute of Standards and Technology)
Federal Information Processing Standard (FIPS) 140-1 Validation List
and with an appropriate Certification number, 3) maintain inventory
configuration using a hierarchical database structure similar to that
found in a bill of materials system to at least five levels, 4) at the
highest level in the hierarchy support weapon accounting by unique
identifier to include cost, status, sub-status, and expiration tracking
for each weapon, 5) at the lowest level in the hierarchy support
nuclear material accounting, to include material type, element and
isotope weights, weight percent, decay, date of last decay, composition
status, date calculations for various expiration tracking of
components, and reconciliation capability by unit and by material
balance account, 6) support unassociated component inventory by unique
identifier containing associated nuclear material, 7) support on-line
archive (history) access via ad hoc query and have ad hoc report
generation capability at all levels and restoration, 8) support an
audit trail of all transactions processed, 9) support batch input
either through locally written code or through a vendor provided import
function, 10) support flat file generation at all levels of the
inventory, 11) support continuous updating during month end weapon,
component, and nuclear material balancing activities. 12) provide
interface accessibility to/from other DOE/DoD software applications.
Only firms that currently have software product(s) possessing the above
characteristics are invited to respond to this RFI. Responses should
include: 1. Product literature that addresses the above characteristics
and any other important technical aspects of the product; 2. Commercial
price list or GSA schedule for license and maintenance fees for all
platforms supported; 3. Points of contact (including name, phone
number, and fax number) that are knowledgeable about the technical
aspects of the product(s) and the license agreement. Responses
submitted should define capabilities that are currently commercially
available. The process of identifying and selecting potential suppliers
will be at the sole judgement of DOE/AL and FM&T. The process may
include detailed technical presentations, discussions with present
users and evaluations on site at DOE/AL and/or FM&T. After
evaluation, a Request for Proposal may be issued. Any information
submitted should NOTbe company sensitive or proprietary This RFI is not
a Request for Proposal, and nothing shall be construed herein or
through the RFI process to commit or obligate the Government to further
action as a result of this RFI. Firms responding to this RFI shall
provide 8 copies and shall bear all risk and expense of any resources
used to provide the requested information, and all information
submitted in response to this request shall become the property of the
