Proposals are being solicited under a single RFP for a period of five years (with one 2-year option) for research, operation and maintenance of the NCI Frederick Cancer Research and Development Center (NCI-FCRDC), a Government-owned Contractor-Operated Facility consisting of more than 100 buildings and structures on approximately 70 acres. Annual negotiated amounts for the final year of each contract are: Operations and Technical Support, $121,370,546; Animal Production, $4,822,994; Computer Services, $3,684,424; Scientific Library Services, $2,185,497. The current operating level for the Biopharmaceutical Development Program is $10-12 million. Aside from certain mandatory corporate functions, concerns submitting proposals will be required to structure them so that they will be virtually self-subsistent from day-to-day management, overhead and resource standpoints. Work required in each of the potential contract areas is as follows: 1. OPERATIONS AND TECHNICAL SUPPORT -- The Contractor shall providefor nearly all support necessary to the entire NCI-FCRDC operation, both Contractor and Government, as well as maintenance and upkeep of the NCI-FCRDC buildings and grounds. Current staffing levels will be made available to provide a basis for which offerors may use to prepare their proposals. Specific activities include, but are not limited to: A. Business and Administrative Management; B. Facilities Maintenance and Construction; C. Support of NCI/NIH Intramural Research Programs; D. Safety and Environmental Protection; E. Occupational Health Care; F. Core Services Support; G. Animal Health Diagnostic and Genetic Monitoring Services; H. Animal Holding/Technical Support; and, I. Advanced Biomedical Computing Services. 2. BIOPHARMACEUTICAL DEVELOPMENT PROGRAM -- The Contractor shall perform the following services which include, but are not limited to: A. Mammalian Cell Culture Services; B. Fermentation Development Services; C. cGMP Microbial Fermentation Services; D. Natural Products Fermentation Services;E. Protein Purification Development Services; F. cGMP QC Testing Services; G. Assay Services; and, H. Quality Assurance (QA) Services. Compliance with cGMP requirements in all aspects of operation is required. 3. ANIMAL PRODUCTION -- The Contractor shall operate the NCI-FCRDC Animal Production Area which consists of 20 buildings. Specific activities include, but are not limited to: A. Rederivation of strains/stocks of rodents supplied by the Government; B. Maintenance of foundation colonies in isolators; C. Maintenance of pedigreed expansion and production colonies in barrier buildings; D. Breeding the isolator-maintained foundation colonies; E. Shipment of animals on a national and international scale. 4. COMPUTER SERVICES -- The Contractor shall perform a variety of administrative and Center-wide support systems that are the basis for NCI-FCRDC's Management Information System (MIS), as well as scientific data processing support tasks. The Contractor will also provide statistical services, and assistance/counseling to personal computer users throughout the NCI-FCRDC. Systems currently maintained include: A. Contractor Payroll/Personnel; B. Project Labor Distribution; C. Purchase Request/Purchase Order/Accounts Payable; D. Project Budget/Cost Accounting/Financial Management; E. Integrated Animal; F. Integrated Safety; G. Alarmed Equipment System; H. Microcomputer Equipment Maintenance; I. Central Repository; J. Property Inventory; K. Computerized Maintenance; L. Warehouse Inventory and Control; M. Warehouse Requisitioning; and, N. NCI-FCRDC Public Information Retrieval. 5. SCIENTIFIC LIBRARY -- The Contractor shall be responsible for operation of an existing on-site scientific library facility in support of all NCI-FCRDC operations. Resources that are currently available include 10,545 sq. ft. of space, 12,000 books, 45,000 journal volume, 700 journal subscriptions and serial titles, and various computer systems. The Contractor shall provide standard library operations and routines including, but not limited to: A. Cataloging of books utilizing the Ohio College Library Consortium (OCLC) on-line computertized shared-cataloging system and INNOPAC with OCLC interface; B. Acquisition of all books, journals and other resources in support of the research being conducted a the NCI-FCRDC; C. Reference assistance to the NCI-FCRDC population; and, D. Interlibrary loans. Negotiated level-of-effort type contracts are contemplated. Solicitation NO1-CO-12400 will be issued o/a May 2, 2000 with proposals due o/a August 3, 2000. A preproposal conference, to include facility inspection of the NCI-FCRDC, will be held on June 2, 2000, beginning at 8:30 a.m. in the Building 549 Auditorium at NCI-FCRDC. Because of the magnitude of reference materials applicable to this acquisition, a "Reading Room" is being established in the Conference Room of Building 427, NCI-FCRDC in Frederick, Maryland.. The "Reading Room" will be open from 9:00 a.m. to 4:00 p.m., Monday through Friday (except Federal Government holidays) by appointment only beginning o/a May 1, 2000 through the due date for receipt of proposals, August 3, 2000. The computer services and scientific library services functions are small business set-asides. A concern offering to perform computer services is considered small if its average annual receipts for its preceding three fiscal years did not exceed $18 million. A concern offering to perform scientific library services is considered small if its average annual receipts for its preceding three fiscal years did not exceed $5 million. All research effort and support services described above will be performed at NCI-FCRDC, with all facilities, including buildings and equipment, to be furnished by the Government.
