The 45th Contracting Squadron intends to negotiate a contract on a sole source basis with Harris Corporation, Melbourne FL, on behalf of Headquarters Air Force Technical Applications Center (HQ AFTAC), for development of an enhanced design for a specialized proprietary prototype radio frequency (RF) collection system which will be deployed on various platforms and undergo various tests under diverse conditions. Required support will include target characterization, the design and building of upgraded, ruggedized prototype systems, integration onto airborne platforms, and necessary test and evaluation of the prototype in laboratory, ground and airborne tests. This sole source acquisition is justified under 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Evaluation of the contractor_s unique capability and acquisition history concluded that the specialized effort required is available from only one source. The program will be a multi-year effort. Contractor personnel require DoD security clearances of at least the SECRET level and participation requires both a facility and storage capability security clearance of at least SECRET. The SIC for this acquisition is 3663 and Small Business size standard is 750 employees. No solicitation documents exists at this time.
