Support Requiremnents. The Government intends to negotiate on a sole
source basis with SECOR International to establish an indefinite
quantity research, development, enginering, and technical support
services contract. Contractor will provide administration,
coordination, and technical support of environmental programs pertinent
to the government's needs worldwide. This work involves all efforts
necessary to manage and execute environmental services for restoration,
pollution prevention, and compliance and conservation environmental
projects. Services include all aspects of design such as preparation of
contract plans, specifications, scheduling, cost estimates, and
preparation of operating and design manuals. It also includes efforts
required to support and develop the design of a specific project,
including planning and programming, program management, scoping,
studies, investigations, evaluations, consulttions, conceptual design,
value engineering, system operation and maintenance, monitoring and
optimization of environmental treatment or control systems. Services
include supervision, inspection, and oversight of environmental
construction projects. Other services include a full range of
environmental management necessary for the implementaion of
restoration, pollution prevention, remediation, compliance and
conservation environmental projects. Also, included are services to
support continuation of an existing environmental program or to
establish and initial environmental program. Specific tasks will be
defined in each delivery order. Sole source is justified under FAR
6.302-1, Only one responsible source or no other supplies or services
will satisfy agency requirements. SECOR is unique in that all of the
skills need to provide the services required are provided with in-house
personnel. Interested persons may identify their interest and
capability to respond to this requirement. Responsible sources may
submit a written narrative statement of capability, including detailed
technical information and other literature demonstrating the ability
to meet all of the above requirements. To be considered an affirmative
response, offerors must provide sufficient information to permit
agency analysis to establish a bona fide capability to meet the
requirements. Responses without documentation will be considered
non-responsive. Telephonic responses shall not be accepted. Please
reference the solicitation number stated above in your response. Notice
of intent is not a request for competitive proposals. All responses
received within 30 calendar days of this synopsis will be considered.
A determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
