contract is to obtain the services of an A-E to perform the thermal
stress/strain analysis of the construction blocks of Portugues Dam. The
dam is a concrete arch dam being constructed in Ponce, Puerto Rico.
Preliminary analyses were performed to determine the construction block
size, lift heights, and pre- and post- cooling requirements. These
parameters are to be verified following the procedure and utilizing the
analysis programs described in the Corps of Engineers, Engineer
Technical Letter (ETL), No. 1110-2-365, dated 31 August 1994. Of
primary interest is an evaluation of the expected behavior of the
concrete during the hydration process, and during the final cooling
period and contraction joint grouting. A basic principal of ETL No.
1110-2-365 is that the actual conditions that will be experienced
during construction are not known. Therefore, sensitivity analyses
shall be performed so that the expected behavior can be bracketed. The
goal is satisfactory performance under a range of expected variations
in material properties and construction sequences. The government will
work closely with the A/E in developing a plan for the analyses and in
the interpretation and evaluation of the results. The schedule for
completion of this work is being driven by the schedule for
advertisement of the construction contract. Therefore, all evaluations
associated with these analyses must be complete prior to 28 July 2000.
Factors for Evaluation are: 1. SPECIALIZED EXPERIENCE AND TECHNICAL
COMPETENCE: Firms must clearly demonstrate specialized experience and
expertise in the analysis of mass concrete structures. The use of the
Corps of Engineers mass concrete material model and cooling coil model
will be required, therefore, the firm must have experience and
expertise using the general purpose finite element program ABAQUS and
must have a license for this program. Demonstrated experience using the
mass concrete material model as well as the cooling coil model is
required. 2. SIZE AND EXPERTISE OF STAFF: Firm must have, either
in-house or through association with qualified subcontractors, U.S.
registered professional engineers and all necessary supervisory and
administrative personnel necessary for performing the required
analyses. 3. CAPACITY TO ACCOMPLISH THE WORK IN THE REQUIRED TIME: The
schedule for these analyses is tied to the advertisement for the
construction contract of the dam. Therefore, it is imperative that the
technical evaluations be complete by 28 July 2000. Firm must have the
capacity to commence work within 10 days after receipt of notification
to proceed and accomplish the analyses in accordance with the scheduled
completion dates. 4. PAST PERFORMANCE: Firm must demonstrate its past
performance in the accomplishment of similar work. Firm must list
current contracts and related information including the name, address,
and telephone number of references. Pertinent issues are ability to
meet established schedules, ability to accomplish work within budgetary
limitations, and quality of the delivered product. Past performance on
contracts with Government agencies and private industry regarding
quality and timeliness of work will be reviewed. Past DOD experience
data available to the Government through the A-E Contract
Administration System (ACASS) and information available from other
sources, will be utilized for prior performance evaluation. THE
FOLLOWING SECONDARY CRITERIA WILL BE USED AS TIEBREAKER: 5. VOLUME OF
PAST DOD CONTRACTS AWARDED TO FIRM: Work previously awarded to the firm
by DOD will be reviewed with the objective of effecting equitable
distribution of contracts among equally qualified firms. THIS IS AN
