Officer (i.) This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Any resulting
contract from this solicitation will be a Firm Fixed Price Contract.
(ii.) The SOLICIATION NUMBER is N00024-00-R-9503 is issued as a request
for proposals. (iii.) This solicitation incorporates provisions and
clauses in effect through Federal Acquisition Circular 97-15. (iv.) The
following clause is incorporated FAR 52.219-1 small business program
representations (OCT 1995) (a)(1) The standard industrial
classification (SIC) code for this acquisition is 7379. (2) The annual
receipts for this code is $18.0. (b) 'Representations.' (1) The

Definitions. 'Small business concern,' as used in this provision, means
a concern, including its affiliates, that is independently owned and
operated, not dominant in the field of operation in which it is bidding
on Government contracts, and qualified as a small business under the
criteria in 13 CFR Part 121 and the size standard in paragraph (a) of
this provision. 'Small disadvantaged business concern,' as used in this
provision, means a small business concern that it (1) at least 51
percent unconditionally owned by one or more individuals who are both
socially and economically disadvantaged, or a publicly owned business
having at least 51 percent of its stock unconditionally owned by one or
more socially and economically disadvantaged individuals, and (2) has
its management and daily business controlled by one or more such
individuals. This term also means a small business concern that is at
least 51 percent unconditionally owned by an economically disadvantaged
Indian tribe or Native Hawaiian Organization, or a publicly owned
business having at least 51 percent of its stock unconditionally owned
by one or more of these entities, which has its management and daily
business controlled by members of an economically disadvantaged Indian
tribe or Native Hawaiian Organization, and which meets the
requirements of 13 CFR Part 124. The Naval Sea Systems Command (NAVSEA)
intends to issue a contract to procure the services of a Systems
Administrator to be located at Indianhead, Maryland. This support is
required for servers supporting the Standard Procurement System (SPS).
The candidate must demonstrate the ability to code shell scripts,
automate server operations and routing system tasks. Candidate should
be familiar with back-up methodologies and tape subsystems. Should have
experience with NFS, NIS, TC/IP, and DNS,Multi-Platform integration,
UNIX Security and Disaster Recovery projects. Must have effective
verbal and written communication skills to consult with management,
users, and software vendors. Candidate will support software vendors to
assure application software is installed correctly and all current
maintenance levels have been applied. Work with WAN personnel to ensure
compatibility with WAN applications and peripheral hardware to provide
end users with reliable and stable working environment. Coverage
required during the entire period of 7:00 a.m. through 6:00 pm five
days a week. Emergency coverage and upgrade hours are not to exceed 36
hours per quarter. Candidate will perform the standard duties of
handling securities issues: review and maintaining system access logs,
etc.; Maintain hardware components: assuring all components of the
system are functioning properly and are repaired promptly if not
replaced; Perform system performance tuning tasks; Develop and maintain
ongoing systems manual illustratingsystem design, disk utilization,
system up and down time ratio, directory listings and HW and SW support
information, identify and submit list of system supplies. The candidate
must be an U.S. citizen and hold a Secret Security Clearance. Award is
to be made under Simplified Acquisition Procedures, FAR PART 12, on an
