the National Library of Medicine (NLM), to negotiate on a sole source
basis with Naomi Berrie Diabetes Center, Columbia College of P&S,
1150 St. Nicholas Avenue, New York, NY 10032, to provide professional
services for: a) a diverse population of Type 1 diabetic children with
access to electronic information resources in order empower them to
manage better their diabetes and avoid costly and debilitating
complications; and b) create a Web-based version of the Center's
educational program and to evaluate use of World Wide Web-based
diabetes information by patients with Type 1 diabetes and their
caregivers. In addition, patients will be given access to the "Patient
Clinical Information System" (PatCIS), with online health information
including their own electronic medical record. The Center's electronic
diabetes education program will be based on the Center's ADA-approved
(American Diabetes Association) print curriculum, including The
Diabetes Lifeskills Manual and the Travis Pediatric Diabetes Manual. In
addition, patients will be directed to recommended diabetes-related web
sites, including MedlinePlus, Juvenile Diabetes Foundation (JDF),
American Diabetes Association (ADA), and Children with Diabetes. Naomi
Berrie Diabetes Center serves a large proportion of patients from
ethnic minorities and medically underserved populations. The Center has
developed its own World Wide Web site, which it intends to enhance
significantly as an information resource for its patients, and
integrate its use in conjunction with a variety of other consumer
health related Web sites available on the Internet, including NLM's
MedlinePlus. The Center will also integrate use of a new online patient
clinical information system developed by medical informatics
researchers previously sponsored by NLM. The proposed acquisition will
be procured under FAR Part 13 -- Simplified Acquisitions. This notice
of intent is not a Request for Quotations (RFQ), nor is an RFQ
available, however, all responsible sourcesmay submit a proposal which
will be considered by the NLM. Firms interested in responding to this
notice must be able to provide professional services as stated above.
Responses should sufficiently demonstrate the firm's ability to meet
the government's requirements. Responses are required within fifteen
(15) calendar days from the publication date of this notice. NLM
