April, 2000 C-5/C-141 Air Refueling Part Task Trainer (ARPTT) 1. This
announcement constitutes a market survey and sources sought synopsis.
This market survey is issued to identify potential contractors with the
skills and knowledge required in supporting the C-5/C-141 Aerial
Refueling Part Task Trainer (ARPTT). The government is interested in
determining the market interest, capability, and training solution
associated with this acquisition as well as to identify businesses
currently offering the same or similar services in the commercial
market place at established catalog or market prices. 2. The proposed
acquisition is to establish a contract for Contractor Logistics Support
(CLS) and Total Contractor Training (TCT) to include the services of
Air Force Qualified C-5/C-141 flight instructors. The operation of a
Training System Support Center (TSSC) will also be required. There is
a potential requirement for future modifications to the systems as well
as an as-needed requirement to move the trainers to different
locations. The ARPTT systems will be located at seven (7) sites within
the continental U.S. (Altus AFB, OK; Dover AFB, DE; McChord AFB, WA;
McGuire AFB, NJ; Memphis ANG, TN; Travis AFB, CA and Wright-Patterson
AFB, OH). The Request for Proposal shall include a priced option for
the projected relocation of the ARPTT from McChord AFB, WA to
Wright-Patterson AFB, Oh for FY02. The contractor's responsibilities
shall include; but are not limited to the following: a. These systems
must be maintained at a minimum of 95% availability including all
associated equipment. b. Provide qualified instructors to perform
Contractor Training (CT) in accordance with the Air Refueling
procedures for the C-141 aircraft, consisting of but not limited to
pilot/co-pilot qualification, re-certification, an upgrade training.
The C-141 ARPTT are located at McChord AFB, McGuire AFB, Memphis ANG
and Wright-Patterson AFB. c. Maintain concurrency with the C-5 and
C-141 Aircraft. Formulate and execute a comprehensive configuration
plan, which fully addresses configuration management of all hardware,
software and documentation baselines using MIL-STD-948 as a guide. d.
Effectively manage and operate the Training System Support Center
(TSSC). e. Manage all data associated with ARPTT program. Full design
disclosure is mandated. f. Provide technology to improve the function,
operation, and efficiency of the trainers. Use Commercial Off the
Shelf (COTS) material wherever possible in all design. g. Perform total
logistics support of the Recompetition Support Package (RSP), which
includes spares, support equipment and technical documentation, and
maintain all items in a serviceable condition. h. Provide and carry out
procedures for the relocation of the ARPTT systems. 3. The contract
will be written for one (1) basic year and nine (9) option years. This
effort will begin about 1 October 2001. There will be an estimated
ninety-day ramp-up period. This acquisition will be a successor
contract to the current F42630-96-C-0472. Interested businesses are
requested to submit the following information within thirty (30) days
of this notice. a. Are you a large, small or small disadvantage
business? b. Specify whether your interest is in being a prime or a
subcontractor. c. Provide your prior experience on CLS type contracts.
d. Provide your experience working in a TSSC environment. e. Have you
ever provided or are you familiar with the requirements to provide Air
Force qualified instructor to perform CT? f. Have you ever accomplished
a relocation of this or any similar training device? This program
requires special training and skills in optical calibration, alignment
and maintenance of a uniquely designed collimator structure that
includes numerous lens and mirrors. g. Are you currently providing or
have you ever provided these same services or similar services? h.
Please feel free to provide ideas or approaches for TCT. 4. Information
contained in this synopsis is for planning purpose only. It does not
constitute an invitation for sealed bid or request for proposals, nor
is it to be construed as a commitment by the government. The
government's plans are to meet with industry to discuss the requirement
and receive early industry input. The date, time and place for this
