sources are sought for multi-functional base operations support
services for an OMB A-76 Cost Comparison Study examining the
possibility of converting Government "in house" operations to
contractor operations for Fort Belvoir VA. This synopsis is for
planning purposes and expands the previous Sources Sought Synopsis
issued in October of 1999. The currently identified functional areas
are: Public Works; Logistics; Plans, Training, Mobilization and
Security; Resource Management; Personnel and Community Activities;
Staff Judge Advocate; Chaplain's Office; Provost Marshal; Headquarters
Battalion; and Civilian Personnel Services. Per FAR 52.219-14, at
least 50% of the cost for performing these services shall be incurred
by employees of the concern if a contract results. The following is an
overview of what is contained in the DRAFT Performance Work Statement
(PWS). Public Works functions includes master planning, environmental
and natural resources, safety training and training and inspections,
real property management, housing inspection, work management, and
plans and operations. Logistics includes property book, warehouse and
supply management, transportation motor pool operation, passenger and
freight movements, central issue facility, tactical and non-tactical
vehicle maintenance, equipment maintenance direct and general support,
communications and electronic equipment maintenance. Plans, Training,
Mobilization, and Security include operations, logistics and military
training. Headquarters Battalion includes logistics. Resource
Management includes budget planning and execution, manpower and
equipment analysis, management programs and strategic planning
administration. Staff Judge Advocate includes paralegal. Chaplain's
Office includes chaplain services and religious education. Provost
Marshal includes logistic. Civilian Personnel Services includes
civilian pay customer service. The Personnel and Community Activities
includes marketing, military personnel services, drug and alcohol
prevention, outdoor recreation property and supply management, NAF
financial management, community center operations, arts and crafts
operations, swimming pool operations and library operations. Program
Management includes administrative services, customer service and
automation function. The contract term will consist of a phase-in
period; base year and four option years. Performance is estimated to
begin 1 Oct 01. These functions may not be all inclusive. Interested
small businesses may submit a capability statement for any combination
of the functional areas listed. The primary SIC is 8744, size standard
$20MIL. Interested small businesses, including those who responded to
the prior Sources Sought synopsis, are requested to submit the
Capability Form on or before May 11, 2000, 2:30pm. The Capability Form
