COMMERCE BUSINESS DAILY ISSUE OF MAY 1,2000 PSA#2590FEDERAL PROCUREMENT DATA SYSTEM(FPDS) REFORM EFFORT THIS IS A REQUEST
FOR INFORMATION ONLY; NO PROCUREMENT ACTIONS WILL BE CONDUCTED. THE
GOVERNMENT WILL NOT PAY FOR ANY INFORMATION SUBMITTED IN RESPONSE TO
THIS REQUEST FOR INFORMATION. Background: In 1974, Public Law 93-400
established the Federal Procurement Data System (FPDS) for collecting,
developing, and disseminating procurement data. In 2000, the DoD
Change Management Center, Office of Federal Procurement Policy, and the
General Services Administration jointly sponsored and chartered an
initiative to identify an acceptable strategic model and revised format
for the FPDS that achieves significant reductions in both operating
costs and data collection cycle time while improving overall
effectiveness of the system. The federal Procurement Executives Council
(PEC) is taking a leading role in modernizing the way data is collected
and disseminated. It is anticipated that the new FPDS will greatly
assist the government in meeting its Government-wide reporting
requirements, achieving electronic commercegoals and enhancing the
participation of small, small disadvantaged, woman-owned and HUBzone
businesses in federal procurement. Request: To aid in this reform
effort, the FPDS team is seeking inputs from industry data users on how
the data is being used, and how data can be improved. Please provide a
white paper indicating how your organization or company uses FPDS data
and what additional information would assist you in dealing with
federal procurement. Please identify which data fields you find most
helpful. Papers shall not exceed 2-3 pages. Future Opportunities to
