COMMERCE BUSINESS DAILY ISSUE OF MAY 1,2000 PSA#2590PROTOTYPE CHEMICAL BIOLOGICAL RESISTANT LINER Under the authority of
FAR 6.302-1, the U.S. Army Materiel Command Acquisition Center, Natick
Contracting Division, Natick, MA intends to place a contract on a sole
source basis with Intellitec, 2000 Brunswick Land, Deland, FL
32774-2001 which is an effort to perform a technical analysis of a
Natick prototype collective protection system (Natick Prototype
Chemical Biological Hardened System for Small Shelter Systems), based
upon their reverse engineering of Natick prototypes, and upon their
knowledge of the military standard M-28 liner system. The effort also
includes the fabrication of 57 production units to facilitate
laboratory testing of a Chemical Biological (CB) hardened Air Force
EMED Field Hospital, which is scheduled to begin June 14, 2000, and
field testing, which is scheduled to begin September 1, 2000. The
operational testing is critical in order to make a procurement decision
as to whether or not procure the liners to hardened the EMED Systems,
and can not extend into the winter season, due to the closure of the
outdoor facility located in Mountain Home, Idaho. The contractor has
unique capabilities of which Intellitec is the only manufacturer that
has an active production contract to produce the technically similar
M-28 liner system for the Rock Island IMMC. The M-28 liner system uses
the same CB resistant material, closures, filter blowers, and
fabrication techniques as the prototype units being developed under
this effort. Because of it's existing contract, Intellitec has
sufficient quantities of approved material in stock to produce the
deliverables and meet the delivery schedule. Along with materials,
Intellitec also has a trained work force that has recently completed
four years worth of M-28 liner production. The thermal heat seal
operators that attach the closure to the CB resistant material are
highly skilled, and they require months of hands on training before
they are proficient enough to perform this operation. Intellitec also
has an active Quality Control (QC) program that has been approved by
Rock Island, which is used to monitor the critical heat sealing
operations. Intellitec's QC staff has unique jigs and fixtures required
to over pressure test full size production units. Intellitec also has
a professional engineering staff whose experience matrix includes
materials science, mechanical engineering, and ventilation kinetics
required to complete this effort. The matrix of engineering and
manufacturing skills, possessed by Intellitec, is considered uniquely
suited for this acquisition, it is highly likely that award to other
than Intellic would result in unacceptable delays in fulfilling the
Government's requirement. However, interested parties who contend that
they are capable of providing the supplies are required to submit a
proposal no later than 30 days from the publication of this notice.
Specific factual data, product literature, and other pertinent
information, which demonstrates their capability in providing these
items, and meeting the required delivery date of June 14, 2000 shall be
submitted to the above address, Attention: Mr. Thomas Bouchard
(AMSSB-ACN-S) and the information submitted will be used as an
evaluation basis to determine competence to successfully meet the
requirements. The Government will consider all proposals received
within the 30 day notice period. The Government reserves the right not
to open this requirement to competition based upon responses to this
notice. Technical responses and requests received, as a result of this
Notice of Intent, will be considered solely for the purpose of
determining whether to conduct a competitive procurement. See Note 22
