The National Library of Medicine (NLM) has a requirement for the careful, thorough and accurate technical and bibliographic inspection of two general categories of microfilm: new contractor-produced preservation microfilm, and old microfilm produced prior to 1986 by the NLM. The source materials captured on these films consist of serials and monographs in a variety of languages. Inspection and evaluation consists of, but is not limited to, carefully and accurately checking each reel: (a) for physical quality (scratches, blemishes or other defects related to improper handling, splicing or processing, etc.); (b) for evidence of deterioration (redox, vinegar syndrome, etc. in previously produced film); (c) for technical quality (resolution, density, proper alignment and spacing of images, etc.); (d) frame by frame for bibliographic problems related to targeting; completeness; missing or obscured text; misnumbered or out-of sequence pages or items, etc.; (e) frame by frame for poor legibility or potentialduplication problems (blurred, out-of-focus text; unreadable portions of text; over- or under-exposed images, etc.) (f) to determine if the film can be successfully used to produce acceptable film copies from which legible reader/printer copies can be made. Results of inspections and comments related to quality evaluation are to be completely and accurately recorded on forms provided by the NLM. The microfilm, which must be handled carefully at all times, will consist primarily of 35mm second-generation direct duplicate silver print negatives and, occasionally, 35mm first-generation silver camera masters. Inspections are to be performed off-site, using only clean, well-maintained and properly calibrated equipment, at the Contractor's facility. The Contractor's facility must meet the NLM's expectations for security, cleanliness and temperature and relative humidity control. The Contractor will establish a weekly pickup and delivery schedule and provide environmentally stable transportation for the NLM's microfilm to and from the Contractor's facility. The Contractor will maintain stable environmental conditions for the NLM's film at all times, and meet all pickup and delivery schedule deadlines.
