Air transportation of passengers and baggage utilizing contractor
provided aircraft operating under FAR Part 121 or 135, that are IFR
equipped, multi-engine, and turbine powered. Offeror must be currently
approved for DoD passenger airlift by the HQ AMC/DOB air Carrier
Survey and Analysis Office and be operating the type of aircraft
proposed for this effort. The purpose of this purchase order is to
shuttle passengers between Naval Air Station (NAS) North Island (NI) CA
and San Clemente Island (SCI) CA Monday through Friday. Airlift must be
capable of moving a minimum of 110 passengers and personal baggage from
NAS NI to SCI within 4.5 hours. Flight time and ground time are
estimated at 30 minutes each. There will be approximately 570
passengers moved per week. (Current operation uses 30 round trip
flights per week with two 19-passenger aircraft.) The period of
performance is 3 months (1 Jul 00 through 30 Sep 00) and includes a
"not-to-exceed" possible six month performance extension as stated in
FAR 52.217-8. Date for receipt of orders is on or about 22 May 00.

they are a Part 135 Air Carrier, must satisfy all DoD Commercial Air
Carrier Quality and Safety Requirements as described in 32 CFR, Part
861.3, and the DoD Additional Standards for Contract Passenger
Operations under Part 135. These requirements exceed the FAA Part 135
