LOCK AND DAM NO. 4, MISSISSIPPI RIVER, ALMA, WISCONSIN, AND LOCK AND
DAM NO 8, MISSISSIPPI RIVER, GENOA, WISCONSIN. Work consists of, but is
not limited to, the following: (1) Disassemble and remove the following
existing items from elevated railway on dam service bridge structure:
(a) boom crane unit (approx. weight 15 tons, Link Belt TC-78) including
superstructure, lattice boom, and counterweights; (b) electric
locomotive type crane undercarriage unit (approx. weight 25 tons) (with
integral bulkhead hoist at L/D 8 only); (c) bulkhead hoistcar unit
(approx. weight 20 tons) (at L/D 4 only); and (d) miscellaneous items.
(2) Salvage and store onsite (for reinstallation during the contract
period) the removed existing boom crane, including superstructure,
lattice boom, and counterweights. (3) Dispose the disassembled and
removed existing electric locomotive type rail crane undercarriage
units, hoistcar, and other designed existing items to one or more
contractor selected off-site disposal areas. (4) Transport new
Government-furnished (GF) items from storage location near Fountain
City, WI, to respective work sites. (5) Contractor to inspect, at each
work site, the existing crane superstructure (including lattice boom
and counterweights) and the new Contractor delivered GF items. (6)
Hoist new GF crane undercarriage components, new GF bulkhead pickup
beam components, and existing removed salvaged crane superstructure
(including lattice boom and counterweights) onto the existing elevated
railway on the dam service bridge structure and assemble same. (7)
Perform the following electrical work on/for the assembled
crane/undercarriage: (a) connect new/existing electrical equipment
circuits; (b) furnish and install misc. Contractor furnished electrical
equipment and circuits; and (c) install misc. GF electrical equipment.
(8) Perform misc. modifications to the existing dam service bridge
structure. (9) Perform modifications to existing dam service bridge
electrical service including providing the following for the assembled
crane/undercarriage: (a) contractor furnished automatic transfer
switch; and (b) contractor furnished electrical power circuit. (10)
Furnish and install new contractor fabricated items. (11) Install new
GF bulkhead lift tabs onto existing dam bulkheads (L/D 4 only). (12)
Assemble new GF pickup beams to each installed new undercarriage unit.
(13) Perform inspection and performance testing on the new assembled
crane/undercarriage, and (14) Complete misc. related sitework. This
procurement is 100% set-aside for Small Business Concerns. SIC Code is
1629; Small Business Size Standard is $17 Million. Estimated magnitude
of construction in terms of physical characteristics and estimated
price range is between $500,000 and $1,000,000. Plans and
specifications are expected to be available approximately 16 May 2000,
with bid opening occurring on or about 15 June 2000. Plans and
specifications will be available in CD-ROM format only. Ordering of the
CD shall be made by registering via the St. Paul District web site at
www.mvp.usace.army.mil (click on "Contracts" then "Bid Solicitations").
