This announcement changes the Solicitation Issuance date from 1 MAY 00
to 31 MAY 00 and the due date of the Solicitation and Technical
Proposal from 31 MAY 00 to 30 JUNE 00. The Oregon Air National Guard is
contemplating the award of a multiple award, multiple year task order
type contract (TOC) for Repair, Maintenance, and Construction Services.
Multiple awards shall be made to qualified contractors in the
competitive range. Contractors will be allowed to select award
consideration for the following locations: Portland Air National Guard
Base, Camp Rilea, Oregon, and Kingsley Field ANG Base, Klamath Falls,
Oregon. Task Orders will be awarded to TOC contractors based on the
low competitive price or a combination of price and other price related
factors (Best Value) in accordance with FAR 16.505. Prospective
contractors' must be able to respond within a 120 minutes in response
to emergencies via the main office or a staffed satellite office.
Contractors will be required to submit a Technical Proposal that
addresses 1. Projects completed of similar type 2. Key personnel and
qualifications 3. Company owned equipment 4. Past government contracts.
Also, contractors will be required to submit a price on a prototypical
project. If a prospective contractor chooses to be considered for
Klamath Falls only, or Portland and Camp Rilea only, then you are only
required to purchase and submit a prototypical project price for the
respective site your wanting to be considered for. If the prospective
contractor wants to be considered for all locations then you must
purchase and submit a prototypical price for both sites. The contract
will contain one base year with four option years to be exercised at
the discretion of the government. The cumulative task order amount
shall not exceed 1 million dollars and no one contractor shall be
awarded more than 10 million dollars for the life of the contract.
Source selection procedures shall be in accordance with DFARS 215.605
for the selection for the base contract. The RFP and prototypical
