The original NOCA was published in the CBD-Net on 9 March 2000. The original NOCA announcement follows: This CBD announcement constitutes a Notice of Contracting Action (NOCA). The C-130 Avionics Modernization Program (AMP) Development Systems Office (DSO), Aeronautical Systems Center (ASC) announces the Request For Proposal (RFP) release for the C-130 AMP to include avionics upgrade to 500+ C-130 aircraft. A single prime contractor will be selected to perform design, development, integration, fabrication, testing, installation, installation support, and logistics support of the avionics modernization of the C-130 fleet. This acquisition will also include upgrade and/or replacement of existing training systems. The competition will include award of an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to the same prime contractor for future C-130 modifications that impact the AMP modification. In order to receive the classified RFP addendum, potential prime contractors must provide a classified mailing address to the contracting officer at the above address not later than ten days after the publication of this notice. An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposal or in the source selection process. Interested parties are invited to call the Ombudsman, Mr. Stephen J.
