solicitation for commercial items prepared in accordance with the
format in FAR Subparts 12.6 and 13, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation to be issued; proposals are being requested and a
written solicitation will not be issued. The solicitation number for
this Request for Proposals is N00244-00-T-0878. This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-16. This solicitation is issued on a restricted
basis as a 100% small business set-aside. The Standard Industrial Code
is 3582 and applies to businesses with less than 500 employees. FISC
San Diego has a requirement for materials and services to incorporate
an advanced oxidation system into an existing naval conventional
hot-water laundry. Advanced oxidation systems include, but are not
limited to, systems that add ozone to the water, and systems that use
UV light and hydrogen peroxide to effect oxidation. The equipment will
be supplied to the Public Works Center (PWC) Pearl Harbor to launder
naval industrial rags. The advanced oxidation system shall add
oxidizing agents during the washing machine wash & rinse cycles,
forming an integral part of the laundry process. It is not the intent
of PWC to supplement the existing laundry wastewater treatment system;
the resulting laundry wastewater shall be suitable for direct sewage
discharge without pretreatment. SOW/Specifications: The Contractor
shall provide all necessary equipment for 1) one complete ozone laundry
system. This system shall consist of a 125-150 pound capacity
industrial grade hard mounted washing machine, a 150-175 pound capacity
industrial grade dryer, a laundry chemical injection system, and a
matched ozone system. Ozone shall be generated using the corona
discharge process with an enriched oxygen feed stream. Ozone shall be
added to all wash and rinse cycles. All electrical equipment shall
operate with a maximum voltage of 440. The dryer shall use propane as
the heat source. If compressed air is required, it will be provided by
the Government. The Government, at no cost to the equipment supplier,
will complete required utility system modifications such as adding an
electrical circuit breaker. 2) All labor required for installation of
the new equipment and testing of the integrated system. Qualified PWC
trades employees may be available, if desired. Exact costs to the
Contractor will depend on the requested trade. 3) The ozone generation
and injection system shall include hardware that provided the
equipment operator an indication of proper system operation. 4) A
complete set of engineering drawings, including control systems. 5) A
complete system material list. 6) Two copies of the operating manual
and maintenance schedule. 7) Three on-site person days of technical
assistance to support PWC operator training and process start-up. 8)
The equipment installation, testing, and start-up shall be completed by
a datenegotiated with the Government. A site visit is available to
responsible / qualified offerors during the week of May 15, 2000. The
time and security arrangements for the visit shall be arranged with
Stanley Hamamoto of PWC at (808) 471-0768. Visits will only be
scheduled between 9:00 a.m. and 2:00 p.m. Monday through Friday, and
must be scheduled at least two business days in advance. The Government
will not provide reimbursement for the cost of the site visit. The only
information given at the site visit will be technical criteria
pertaining to the site. All contractual questions must be submitted to
the Contract Specialist in writing. All questions will be answered in
the form of an amendment to the solicitation. To be considered
qualified, the Contractor must have been responsible for the design and
construction of a minimum of one advanced oxidation laundry system,
handling a minimum of 100,000 lbs. of fabrics per year. As part of the
evaluation process, a Government technical representative may request
a visit to a currently operational facility where the potential
contractor has been responsible for the construction and installation
of an advanced oxidation laundry system. The potential contractor will
be responsible for obtaining permission of the facility owner and
ensuring that a technically knowledgeable representative is available
during the inspection to answer questions. Potential contractors must
be registered with the Central Contractor Registration (CCR).
Inspections and acceptance will be done by the Receiving Officer. The
following clauses and provisions are applicable and hereby incorporated
into the solicitation by reference and will be provided by the
Contracting Officer in full text upon request. FAR 52.212-1; FAR

52.212-2, Evaluation-Commercial Items: a) The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be the most
advantageous to the Government, price and other factors considered. The
following factors shall be used to evaluate offers: price, technical
capability, and past performance. Technical capability and past
performance, when combined, are approximately equal to price. b) Option
periods are not applicable to this solicitation. c) A written notice of
award or acceptance of an offer, mailed or otherwise furnished to the
successful offeror within the time for acceptance specified in the
offer, shall result in a binding contract without further action by
either party. Before the offer's specified expiration time, the
Government may accept an offer (or part of an offer), whether or not
there are negotiations after its receipt, unless a written notice of
withdrawal is received before award. Evaluation criteria: Technical
capability will be determined by three factors, 1) Has the Contractor
submitted proof that the requirement was constructed and installed
within the last two years? 2) Has the Contractor submitted descriptive
literature of the equipment? and 3) Does the proposed product meet or
exceed the salient characteristics of the equipment in the
solicitation? Past Performance information shall be in the form of
three references and points of contact for similar items sold and
installed within the last two years, and one reference of a currently
operating facility in which the Contractor was responsible for the
construction and installation of the equipment. Responses from
