NASA/JSC plans to issue a Request for Proposal (RFP) for a new state-of-the-art all digital Doppler Weather Radar System, to include a new receiver/transmitter, network PC based control system, and six-foot antenna. The existing doppler weather radar system will be removed from and replaced with the new doppler weather radar system on the roof of hangar 276, Ellington Field, Houston, TX. One day of initial training of operations and maintenace is required. The new Doppler Weather Radar System shall detect rain, thunderstorms, hail, turbulence, and other hazardous weather conditions as accuratley as possible so as to advise aircraft real-time on appropriate course of action for avoidance. Additional features include turbulence and tornado detection. NASA/JSC intends to purchase the items from Advanced Designs Corporation, Bloomington, Indiana. The authority for other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The citation is 10 U.S.C. 2304(c)(1). Advanced Designs Corporation's doppler weather radar unit is the only one that provides digital doppler radar, which is needed to effectively advise incoming aircraft on best course of action for avoidance of hazardous weather conditions.
