This serves as a "Notice of Intent" to issue an SF 1449 for commercial items and service, prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice, to Valmont-Microflect, in Salem, Oregon. This acquisition is for a Microflect Passive Repeater, to include parts and labor for installation at Peacock Substation near Kingman, Arizona. The Standard Industrial Code is 3669 with a small business standard of 500 employees. Following is a list of parts and equipment needed for installation: (1 ea) P/N 90337, anchor bolts; (1 ea) P/N 90300, K Struts; (1 ea) P/N 90327, Model 810-8 Passive Repeater; (1 ea) P/N 99453, paint for reflective panels -- Microflect Green; (1 ea) P/N 99453, paint for steel support structure -- Microflect Green. Actual installation includes: (2 sets) installation drawings; (2 sets) stress analysis; (2 sets) Certification by an Arizona Registered Engineer; (1 lot) install foundations, to include transporting of material from an off-load point to the site, layout foundations by transit survey, and install foundations in broken rock; (1 lot) Installation of Model 810-8 passive repeater to include erecting passive repeater, local travel, optical alignment of passive repeater and project mobilization based on a continuous construction schedule. All work to be performed using vendor specifications. Microflect is the only known company in the U.S. that manufactures passive repeaters. THIS NOTICE IS NOT A REQUEST FOR QUOTES. Any alternatives to the Microflect Passive Repeater may be considered with a written response and must be accompanied by clear and convincing evidence that a comparable item and installation is available, and it is more advantageous to the Government than it is to award to Valmont-Microflect. If no affirmative written response(s) is/are received within 3 days after publication of this notice, a sole-source commercial item order with Microflect will be made.
