The Crane Division, Naval Surface Warfare Center is seeking prospective sources to provide an X band 1X 64 linear scanning array antenna. Technical requirements are described in the attached draft specification 86 SPC 00 3013. It is anticipated that one 1 X 64 array will be required initially and then an 16 X 64 array will be required at about October of 2002. The 16 X 64 array should be an expanded version of the 1 X 64 array. The array is to be used in a laboratory for proof of concept experiments in optical beamforming. Potential sources must provide a budgetary estimate (closing date for submission of response is COB 16 May 2000) for the manufacture of one fully functional specification compliant antenna. A trade study shall be conducted which discusses and contrasts; a. the types of radiating elements which might be selected for the array, b. radiating and passive element location/distribution, and the RF performance requirements of the attached specification, especially paragraphs 3.22, 3.2.9, and 3.2.10. Multiple responses from a single source are allowed. Teaming among sources is allowed. Responses shall be limited to 30 pages for the technical portion. Technical information shall include past history of similar designs where available. The source shall provide an update to the attached preliminary specification where the source predicts that his design will improve upon the RF performance requirements. Design calculations shall be supported with applicable and relevant test data where possible. Alternate test procedures, if any, shall be discussed. Test data shall include electrical performance and pattern data. The relevancy of design calculations or data shall be stated if not clearly discernable from its context. Antenna performance or test procedures, including detailed measurement procedures for the test requirements of the attached preliminary specification, are encouraged and may be included in the source's response and will not be counted against the 30 page technical portion limit. Please do not furnish data which is irrelevant or that is not applicable to this specifications' requirements.
