NASA/GSFC plans to issue a Request for Quotation (RFQ) for the purchase
of a Model 760 high performance thermal imaging radiometer, which
includes: scanner (8-12 micrometer) and control electronics; 20 degree
FOV lens (1X); AC power supply (95-250V, 50/60 Hz); operations manual;
1.25m scanner cable; and shipping/carrying case; NTSC video format.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC intends to purchase the items on a sole
source basis from FLIR Systems, Inc., N. Billerica, MA. The Model 760
radiometer will replace an Inframetrics Model 600 radiometer, which is
part of the Material Engineering Branch's thermal imaging system. The
system is used to provide nondestructive evaluation support to
numerous GSFC projects. As noted, the radiometer is part of an overall
thermal imaging system. In addition to the radiometer, there is an
image acquisition system, which includes a PC-based data acquisition
board and software. In addition, Goddard has previously purchased
numerous optics (close-up lenses) for the system. The existing data
acquisition board, software, and lenses, which were previously
purchased from Inframetrics, are only compatible with the Inframetrics
radiometers. To procure these items from a different vendor would mean
that the Government would not only have to purchase purchase a
radiometer, but would also have to replace the data acquisition system
and full complement of lenses. This would be cost prohibitive. The
cost of replacing only the radiometer is significantly less than the
cost of replacing the entire thermal imaging system, which is what
would have to be done if purchased from a different vendor. The
Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and
qualifications with respect to being able to provide the items required
in writing to the identified point of contact not later than 4:30 p.m.
local time on 05/19/00. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. Oral communications ARE NOT
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
