Agency is anticipating issuing, in the near future, a Request For
Proposal (RFP) for Banking Services. Prior to the actual issuance of
this request for proposal, the Agency is soliciting comments regarding
the RFP from knowledgeable industry professionals. We ask that you
review the enclosed portion of the draft RFP and provide to us any
constructive criticism you may have regarding it, from your perspective
as a knowledgeable banking professional. As you review it, we
especially ask that you consider the following: 1) The clarity of this
portion of the request for proposal, i.e., whether the language is
clear, straight-forward, and specific, and does not lend itself to
conflicting interpretation. 2) The credit quality standards set forth
in this portion of the request for proposal. Are they reasonable? 3)
The service standards set forth in this portion of the request for
proposal. Are they reasonable and attainable? 4) The time frame
specified in the request for proposal. Is it reasonable and attainable?
5) Your experience with similar RFP's and what the Agency can change to
improve its RFP. If you have specific question about the attached
portion of the draft RFP that you would like answered before responding
with your comments, please submit them on the attached "Contracts and
Procurement Bid Question and Comment Form" to Glendscene Williams,

project is expected to be released during the month of May with an
implementation date of September 1, 2000. A negotiated, "best value"
