Acquisition Center, White Sands Division, White Sands Missile Range,
New Mexico 88002-5201, representing the Counterdrug Technology
Assessment Center (CTAC), Electronic Proving Ground, Ft. Huachuca,
Arizona, seeks to place a sole-source contract, which is a follow-on to
a competitive award made under a Broad Agency Announcement issued by
the Counterdrug Technology Assessment Center (CTAC), in support of the
Office of National Drug Control Policy ONDCP. This new contract is
follow-on deployment of the Air Ground Surveillance and Fleet
Management System (AG-SMS). Integrated Systems Research Corporation
(ISR), 140 Sylvan Avenue, Englewood Cliffs, New Jersey 07632, has
developed an elaborate set of capabilities that allow the most simple
and complex management of vehicle surveillance and management of
operations carried out by small or large fleets of friendly vehicles.
These capabilities have been integrated and collected into a single
system also known as the Air Ground Surveillance and Fleet Management
System (AG-SMS). This system has been deployed by Office of National
Drug Control Policy (ONDCP), Counterdrug Technology Assessment Center
(CTAC), Electronic Proving Ground, Arizona, under Contract
DAAD07-99-C-0102, with ISR, under the Technology Transfer Program. CTAC
has follow-on requirements for additional fielding of this system. The
authority cited is 10 U.S.C.2304(c)(1), Only One Responsible Source
and No Other Supplies or Services Will Satisfy Agency Requirements.
This contract is necessary to maintain continuity in delivering AG-SMS
to state and local law enforcement. Integrated Systems Research (ISR)
has delivered twenty-one (21) AG-SMS systems under contract
DAAD07-99-C-0102, and six (6) systems are scheduled for delivery in May
2000. Follow-on deployment should begin in June 2000, or as soon as
possible thereafter. Soliciting competition for these efforts would
require a complete reverse engineering process, resulting in a
substantial duplication of cost to the Government, and prohibit timely
delivery of systems. There are no recurring requirements anticipated
beyond this contract which would permit the recovery of these
