Information Service for the Newly Independent States (BISNIS) has a
requirement for the services of an Information Technology Manager
experienced in database/client management and other areas of
Information Technology to address the changing technology needs of the
BISNIS office to help disseminate information to the U.S. business
community about trade leads and opportunities in Russia and the New
Independent States (NIS). Period of Performance will be for a twelve
(12) month period beginning from Date of Award with an option for a one
year renewal. The contractor will be based at the USA Trade Center,
Ronald Reagan Building & International Trade Center, 14th Street,
NW, Washington, DC. The contractor will be responsible for the
following specific tasks: 1) Online implementation of BISNIS Search for
Partners and BISNIS Trades & Tenders submission/publications and
follow-up system; 2) Ensure the ability for Russian language speaking
clients to submit directly to BISNIS and through BISNIS' Russian
language WEB Site, Search for Partners and Trades & Tenders leads;
3) Ensure compatibility between ITA-shared information technology
resources and functionally unique BISNIS applications; 4) Establish an
intranet to BISNIS' specifications; 5) Installation, maintenance, and
upkeep; 6) User assistance; and 7) Progress reporting. Applicants must
meet the following selection criteria: 1) Must have at least two (2)
years of background and demonstrable experience in the following areas:
a) Dealing with information technology concerns and understanding of
business intelligence needs of US companies and the US Government; b)
Have previous experience and knowledge of the procedures with or within
the US Government. The specific areas of concern include but are not
limited to: procurement policies; relations with and knowledge of the
structure of the US Dept. of Commerce hierarchy, as it pertains to
information technology management, the legal constraints and
proprietary based constraints as pertains to international trade
specialists working in US Government working environments; 2) Have
demonstrable experience in meeting the information technology demands
of users in a timely, results-oriented fashion. Those users should be
able to attest to the fact that the applicant worked quickly, was
technically proficient and replied with high degree of customer
service; 3) Have working knowledge of: Oracle, SQL, Cold Fusion, World
Wide Web navigating tools, a wide variety of word processing packages,
Microsoft NT 4.0, HTML, Perl, TCP/IP, PPP, SLIP, IPX/SPX, UDP, Netbeui,
SMTP, 10 Base T. Qualified applicants are invited to submit a written
