SYNOPSIS@PHIL.FISC.NAVY.MIL. FISC Norfolk Detachment Philadelphia
intends to acquire on a full and open competitive basis, Family
Advocacy Program Services in support of the Personal Readiness and
Community Support Department of the Naval Personnel Command for active
duty military personnel and their dependent families throughout the
United States and the Caribbean Region. The scope of these services
encompasses the following areas: Victim Advocacy and New Parent
Support. The Contractor is responsible for developing and implementing
a victims' advocacy program in designated Family Service Center (FSCs)
and Family Advocacy Programs (FAPs). This Victim Advocacy program shall
include, but is not limited to, training and education, marketing, and
development of a network within local area resources, both civilian
and military. The Contractor is also responsible for providing direct
victim advocacy support services, data collection, case coordination
and record maintenance in accordance with established record keeping
guidelines. Additionally, in accordance with the Navy's New Parent
Support Program, the Contractor is responsible for providing prenatal
and postpartum support and assistance to active duty military personnel
and their dependent families as they prepare to integrate a child into
the home. These prenatal and postpartum support services include, but
are not limited, to the development and implementation of home
visitation programs, educational programs, information and referrals,
support groups, developmental screening, child health tracking,
coordination of interagency and community resources, and records
maintenance. An Indefinite Delivery/Indefinite Quantity Task Order
contract is contemplated. The resultant contract will encompass a
one-year base period of performance commencing 08 September 2000 with
option provisions for four (4), one-year option periods to extend the
term of the contract through Fiscal Year 2005. The maximum ordering
quantity for the base period of performance is estimated at fifty (50)
Victim Service Specialist full-time equivalents and twenty (20) New
Parent Support full-time equivalents. The applicable Standard
Industrial Classification code for this acquisition is 8322. The
solicitation will require the submission of cost/price and technical
proposals. The Government may elect to award a single task order
contract or to award multiple task order contracts for the same or
similar services to two or more sources under the subject solicitation.
All responsible sources may request a copy of the solicitation and may
submit a proposal, which will be considered by the Government.
