McConnell AFB, KS and the surrounding area. This is a new Performance
Based Procurement utilizing best value commercial item procedures as
set forth in FAR Part 12 for the purchase of Land Mobile Radio
maintenance for McConnell AFB, KS. The solicitation once issued will be
available on the Internet at www.eps.gov. Paper copies of this
solicitation will not be made available. It will be the responsibility
for the offeror to monitor this site for release of the Request for
Proposal (RFP) and amendments (if any). The offeror is also responsible
for downloading their own copy of the RFP, amendments and attachments.
The performance period is a base year with the possibility of four (4)
option years, with an anticipated start date of 01 October 2000. The
SIC code for this requirement is 4899 and the anticipated size standard
is $11 million. This acquisition is offered as a competitive 100% Small
Business Set-Aside with no geographic restrictions. A draft Statement
of Work (SOW), will be posted on the Internet at www.eps.gov on or
about 9 May 2000. Potential sources are encouraged to review this draft
SOW, suggest changes they would make, and recommend how they might
advertise/procure for this service in the commercial market. Areas of
concern to make this service more commercial include (but are not
limited to): quality control and assurance; commercial performance
versus government directed performance; commercial terms and conditions
for this type of service; and any previous customers or providers we
might contact for their commercial practices. Potential offeror's may
submit written questions or suggestions either by e-mail or FAX until
19 May 2000. At that time any responses received will be evaluated for
inclusion into the final RFP. Award will be based upon best value to
the government with the following evaluation factors to be considered:
(1) Technical Capabilities; (2) Past Performance, and (3) Price. The
solicitation issue date will be on or about 26 May 2000. A site visit
is scheduled to be held 9 June 2000 at 9:00 AM CST. Contractors are
encouraged to attend in order to accurately prepare their proposal.
