S -- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE PROCUREMENT FOR PHASE II DEVELOPMENT OF AN EQUIPMENT FRAGILITY MODEL Notice of intent to negotiate a sole source procurement for Phase II development of an Equipment Fragility Model. Phase II consists of an expansion of the Phase I fragility model. The Contractor will be required to adapt the single degree of freedom model that was improved in Phase I to predict equipment support breakaway due to blast loads for an expanded list of various pieces of equipment and variations of anchorage schemes, and examine/analyze other modeling techniques that predict equipment reaction to blast loading. Contractor must currently have a Secret Security Clearance, or be capable of obtaining one within a reasonable amount of time from award of the contract. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All sources eligible to provide services must respond in writing with clear and convincing evidence to clearly support ability to provide timely services for products outlined above. A request for documentation will not be considered an affirmative response. If no affirmative responses are received within 15 days after publication of this notice, to the effect that comparable services are available and that these services are more advantageous to the Government than obtaining these services through a sole source award, the sole source award will be made.
