On or about 12 May 2000, this office will issue Request for Proposals for the construction of UPGRADE ACADEMIC FACILITY, PHASE III, U.S. AIR FORCE ACADEMY, COLORADO. Proposals will be received on or about 14 June 2000. This solicitation is unrestricted and open to both large and small business participation. A site visit is scheduled for 24 and 31 May 2000, beginning at 12:30 p.m. Contractors interested in inspecting the site of the proposed work must make reservations by Contacting Bill Sellin, U.S. Air Force Academy Acting Resident Engineer, Edgarton Dr., Suite #7, U.S. Air Force Academy, CO 80840, Phone Number(719) 333-2973 or Facsimile Number (719) 333-2979. Contractors are to meet in the connecting link between CETF and Fairchild Hall for site visits. DO NOT submit requests for proposal documents to the site visit personnel listed above. See "Ordering" below. The work will include the following: (Approx. quantities) Construction involves upgrading the sixth floor (140,200 square feet) of FairchildHall to correct life-safety code deficiencies such as fire detection/protection, egress, and handicap provisions. Project includes reconfiguration and repair of offices, ceilings, floors, installation of fire-rated doors, corridors, upgrade of electrical and mechanical systems, asbestos removal, electrical substations, providing an interim facility, and communication wiring. Proposal Evaluation: Major point scored evaluation areas of each offeror's proposal, in descending order of importance, include: Construction Experience, Construction Personnel and Past Performance; Project Management Plan, Safety and Health Record; and Utilization of Small Business. Price will be subjectively evaluated and not point scored. Note that all evaluation factors other than cost/price, when combined, are significantly more important than cost or price. The estimated construction cost (basic plus options) of this project is between $15,000,000 and $17,500,000. Contractor's Quality Control will be a requirement in this contract.Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2000: (a) Small Business: 61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within 1070 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The proposal documents (plans and specifications) are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determinedthat the number of Compact Disks be limited to one (1) per firm. Proposal documents will not be provided in a printed hard copy format.
