The U.S. Army TACOM-ARDEC is seeking parties interested in the production of the M14 Cap, Blasting, Non-Electric, delay. The M14 shall consist of a length of M700 Type Time Blasting Fuse (7.5 ft. minimum length), complying with MIL-F-45144, environmentally sealed at one end and with a non- electric, factory installed blasting cap (outside diameter of .230 inch to .241 inch, length of 2.25 inch to 2.35 inch) attached at the other end with an output equivalent to a number 12 blasting cap, and must be capable of initiating composition C-4. The following quantities and their estimated ranges are delineated below for the basic contract as well as three option years: Basic (FY00) 40-59K 60-79K 80-110K 111-260K Option 1:(FY01) 40-59K 60-79K 80-110K 111-260K Option 2:(FY02) 40-59K 60-79K 80-110K 111-260K Option 3:(FY03) 40-59K 60-79K 80-110K 111-260K The offeror may substitute an alternate fuse to the M700 as long as the fuse meets all the requirements that the M700 has to meet. The contractor will be required to submit bid samples with their proposal. Bid samples shall consist of 10 each M14 or commercial equivalent, color optional, in its' commercial packaging. A design Verification Test (VT) is required. First Article Testing (FAT) may be required. An Item Specification and TDP for the packaging requirements will be provided. A Firm Fixed Price type contract is contemplated utilizing full and open competition procedures.
