Healthcare Network Upstate New York at Syracuse intends to conduct
negotiations on a sole source basis with Kassis Superior Signs, Inc.,
6699 Old Thompson Road, Syracuse, NY 13211 for the fabrication of a new
single-faced illuminated sign, 8 ft. high by 32 ft. long, to replace
the storm-damaged existing sign mounted on the exterior of the VA
Medical Center. Sign is to be centered horizontally on the west face of
the 9-story building, and located about one foot down from the roof.
The procurement covers all work, required permits and equipment
(including crane), for removal of existing sign and complete
installation of new sign. The new sign is designed to minimize service
costs and address worker safety. Above the sign will be a 3 ft. high
steel railing across the front that returns back to the building on
each side to provide support for a maintenance person to attach a
safety harness for access from the roof. The sign will have a removable
top for ease of maintenance, with all components (wiring, ballasts,
lamps) fabricated into equal sections designed to slide out of the sign
so they can be laid down on the roof to perform any required repairs
and then slid back into place. The sign will be internally lighted with
vertically installed 8 ft. low temperature, high output fluorescent
lamps spaced 12" on center. A light sensor accessible from the roof
will control the lamps. The sign face will have a one-piece flexible
substrate with vinyl letters stretched then bolted to a 2-1/2 inch
aluminum frame. Power available at the existing sign is five 20 amp,
120 volt circuits. The Justification for Other Than Full and Open
Competition is FAR 6.302-1, only one responsible source or only a
limited number of responsible sources. This notice of intent is not a
request for competitive quotes. Interested parties shall submit
information identifying clear and convincing documentation including
pricing for a like or similar product. A determination by the
Government not to compete this acquisition based upon responses to this
notice is solely within the discretion of the Government. Any
quotations received in response to this notice will be considered only
for the purpose of determining whether to conduct a competitive
procurement. There is no solicitation document available. This
procurement will be conducted using Simplified Acquisition Procedures.
Applicable SIC Code is 3993. The estimated cost is between $25,000 and
$50,000. Responses may be faxed to (315) 477-4508, or mailed to the
address indicated in this notice, and must be received not later than
