NASA/Goddard Space Flight Center plans to issue a Request for Proposal
on a sole source basis to CTA Incorporated. The Government intends to
extend the term of the Special Payloads Development contract NAS5-32940
for an additional seven (7) months beyond the current end date of June
30, 2000. CTA provides the Small Explorer/Triana, Spartan, and Shuttle
Small Payload Projects full time on-site and off-site support for the
development, design, analysis, documentation, fabrication,
configuration management, integration and test, field support,
operation, and maintenance of aerospace systems, subsystems and
components. The contract also provides similar engineering services to
other GSFC Flight Projects. This extension is required to continue
highly specialized and mission critical Special Payloads Development
services for the Suborbital Projects and Operations Directorate (Code
800) while the follow-on for this contract is consolidated and competed
under the Mechanical Systems Engineering Services. This extension is
also necessary to complete mission critical Triana activities,
including Guidance, Navigation, and Control analysis, Propulsion System
development, and Upper Stage system engineering. This procurement is
authorized under FAR 6.302-1, 10 U.S.C. 2304(c)(1), Only One
Responsible Source. However, any interested sources may contact Diane
Scheuerman, Contract Administrator, in writing at the address
referenced above. All written responses are due by the date referenced
under General Information/Response Date, or 15 days from the
publication date of this synopsis, whichever is latest. Responses maybe
faxed to 301-286-1720. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. Interested firms have
15 days from the publication of this synopsis to submit in writing to
the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered non-responsive to the synopsis and will
not be considered. A determination by the Government not to compete
this proposed effort on a full and open competition basis, based upon
responses to this notice is solely within the discretion of the
government. All responsible sources may submit a proposal which shall
