NASA/LaRC plans to issue a Request for Quote (RFQ) for a next
generation Remote Acquisition & Storage System (RASS). The RASS is
a noise impact prediction system developed at NASA Langley Research
Center. In this system, data from each microphone is stored at each
remote microphone location. By using the emerging micro-machining
technology, coupled with the latest cutting edge technologies for
smaller, faster, and more accurate system, the next-generation RASS
system is being developed to validate airport noise impact prediction.
Salient features for the next-generation RASS system are real-time
data analysis, real-time display and data processing at the
base-station which is not possible with the existing system. To
accomplish these features, image and digital signal processing,
Micro-electromechanical systems (MEMS), and nano-electronics are
required. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. The SIC Code and Size
Standard are 8731 and 500 employees, respectively. The DPAS Rating for
this procurment is DO C9. The anticipated release date of RFQ
1-168-RBM.1043 is on or about May 16, 2000 with an anticipated quote
due date of on or about May 31, 2000. All qualified responsible sources
may submit a quote which shall be considered by the agency. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement will be available over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World
Wide Web (WWW) server, which may be accessed using a WWW browser
