Department of State (DOS), Office of Logistics Management, on behalf of
the Office of Foreign Buildings Operations, is seeking qualified
engineering firms or teams to provide overseas fire protection
engineering services, which include reduction of fire loss of life,
property, and operational capacity, and identifying and mitigating
hazardous conditions and fire safety/building code deficiencies. The
DOS anticipates awarding up to three indefinite quantity/indefinite
delivery contracts. Each contract will consist of a one-year base
period with four one-year option periods. The Government guarantees a
minimum of $10,000 for the base year and each option year. The total
amount of orders issued under the contract shall not exceed $1,000,000
per year. The scope of services under this project include new and
existing facilities. The services encompass fire protection engineering
studies, development of fire protection system designs, specifications,
and cost estimates; project planning, management,and development. The
services shall also include study-design packages, design-build
packages, project preliminary hazard analysis, topographic and boundary
surveys, soil investigations, contractor submittal review, construction
field inspection and consultation, Title II services, operation and
maintenance support information, and as-built drawing preparation. The
firm shall be a fire protection engineering company whose principal
duties are fire protection engineering. The firm shall have a minimum
of 10 years experience in fire protection engineering. Fire protection
engineers shall be from an ABET accredited college. Engineering
technicians shall be NICET III certified. NICET III denotes
certification from the National Institute of Certification in
Engineering Technologies Level III. Project managers and team leaders
shall be professionally registered engineers, and have a minimum of
five years experience managing and supervising design, consultant,
and/or joint venture teams. The required disciplines include, but are
not limited to, the following: Project Manager (Registered Engineer),
Construction Manager (Registered Engineer), Fire Protection Engineer
(Registered Engineer), Fire Protection Engineer (Engineer-in-Training),
Fire Sprinkler System Lay-out Technician (NICET III), Fire Alarm System
Technician (NICET III), Estimator, CADD Operator,
Clerical/Administration. Specifications preparation shall use the
MASTERSPEC program; Graphic illustrations shall be prepared using
AutoCAD drawing format, release 13 or 14; and project planning and
development shall use Microsoft Project planning/scheduling software.
Successful offeror(s) including all entities which comprise a joint
venture, and all subcontractors, which will require access to
classified information, must possess, or be able to obtain a Department
of Defense (DoD) Secret facility clearance (FCL) with Secret
safeguarding capability in accordance with the National Industrial
Security Program Operating Manual (NISPOM), DoD 5220.22-M prior to
contract performance (Top Secret clearances will be required at a later
date). Appropriately cleared personnel will also be required for
contract performance. The DOS will sponsor successful firms for a
clearance. This CBD announcement is the solicitation for fire
protection services; no other solicitation will be issued. Firms
responding to this announcement on or before the closing date will be
considered for selection using the following evaluation criteria -- 100
points maximum. a) Professional qualifications necessary for
satisfactory performance of required services. Provide information on
the technical competence by discipline (education, registration, and
experience) of individual team members assigned to provide services to
the contract. Specific consideration will be directed to the
education, experience, and professional registrations of the fire
protection engineers with a minimum of 5 years of full-time experience
in fire protection engineering. Partnering with other A-E firms is
acceptable when assigned tasks require incidental general engineering
services outside of the Fire Protection Engineering field of
expertise-30 pts. b) Specialized experience and technical competence in
the type of work required. Recent experience (within the past 5 years)
of design team members individually, and collectively, as a total team
(A-E, Client, Outside agencies) in performing fire protection
engineering surveys (including but not limited to general surveys, life
safety and equivalency studies); designing fire protection systems
(including, but not limited to water based, gaseous based special
systems, fire detection and alarm systems); and designing projects to
DOS criteria. Provide a description of at least three projects with
client references (point of contact and phone number) for which team
members provided a significant technical contribution. Indicate how
each project is relevant to the work described herein. In matrix form,
identify which team members worked on the projects described above.
Projects shall be in the left column and team members' names shall be
across the top row of the matrix. Also, describe the firm's experience
with designated software-25 pts. c) Capacity to accomplish the work in
the required time, which includes the ability of the firm to ensure
timely response to requests for on-site support with qualified,
experienced personnel; capacity of firm to provide personnel and
project teams to accomplish multiple, large and small projects
simultaneously; and ability to sustain loss of key personnel while
accomplishing work within required time limits. Submit an
organizational chart with the following information: Principal point of
contact, project manager, team leaders, the name of each design team
member, all team member's assignments, and the name of at least one
alternate for each key person-20 pts. d) Past performance on contracts
with Government agencies and private industry in terms of cost
control, quality of work, and compliance with performance schedules.
Provide a tabular listing of all excellent performance ratings and
letters of commendation from both private and Government clients
(designate your role: prime, consultant or joint venture partner).
These ratings should be dated 1995 or later and should include those
for joint venture partners and consultants. Provide a list of projects
of various sizes, managed by the proposed project manager(s), that
started construction since January 1995 and include the following data:
Client's contact, client's need date, design completion date and final
cost estimate compared to the contract award amount (note whether bid
or negotiated)-10 pts. e) Previous experience with overseas projects
and knowledge of foreign building codes, standards and construction
practices-10 pts. f) Design Quality Assurance Plan. This shall include
an explanation of the firms management approach and commitment to
accomplishing numerous small projects (less than $500K), as well as
large projects (greater than $500K), its commitment to a quality
philosophy, specific quality control process, a portfolio of planning
studies and design work (both new construction and upgrades to existing
facilities), a listing of present business commitments with required
completion schedules, and performance references (include three or more
with names and telephone numbers of the contract administrators)-5 pts.
Large business firms responding to this solicitation may be required to
submit a small business subcontracting plan in accordance with Federal
Acquisition Regulations Subpart 19.7. The DOS Fiscal Year 2000
subcontracting goals are: small business 40%; small disadvantaged
business 5%; small woman-owned business 5%; and HUBZone small business
1.5%. Engineering firms that meet the requirements described in this
announcement are invited to submit two copies of the following: a)
Standard Form 254 Architect/Engineer and Related Services
Questionnaire, b) Standard Form 255 Architect/Engineer and Related
Services Questionnaire for Specific Project. Requests for clarification
