This is a Sources Sought announcement only. This synopsis is issued for
the sole purpose of the 56th Contracting Squadron to conduct Market
Research in accordance with FAR Part 10. This effort is to seek
qualified sources capable of providing software development for an
electronic grade book. Statement of Need follows giving a brief
description of the services sought. The SIC code is 7371 with a $18M
size standard. We are particularly interested in maximizing
participation from small businesses. We request respondents capable of
performing this effort to furnish a capability statement of no more
than 10 pages no later than 15 May 00. Please include company name,
address, telephone number, point of contact with e-mail address,
business size, DUNS number, CCR Registration number, Federal CAGE code,
general description of the company, how long in business and
description of similar contracts with the government and/or commercial
customers (include points of contact, contract numbers, value, and
contract type). A conference to which all interested offerors may
attend will be held on 23 May 00, 1:00 PM (Mountain Standard Time) in
the 56th Contracting Squadron, 14100 W Eagle St, Luke AFB, AZ, 85309,
downstairs conference room. If your company plans on attending this
conference please e-mail the contracting specialist as to who will be
attending and any questions you may have. Please note -- ALL
contractors doing business with the federal government MUST be
registered with CCR. STATEMENT OF NEED GENERAL SCOPE: The scope of the
proposed effort includes design and implementation of a virtual
training documentation system (electronic grade book) for F-16 pilot
training at Luke AFB, AZ. Capabilities of the system include: user
friendly design/operation requiring minimal training; ease of access by
squadron instructor pilots/supervisor; documentation program should
ensure current training standards are identified and enforced; security
of data and high system reliability rate; system easily integrated
within current squadron operations; and system capability for sorting
and compiling student data. Note Well: It is the responsibility of all
potential offerors to monitor these sites for release of any future
synopses or solicitations. This RFI is not a commercial solicitation
per FAR Part 12. The Government will NOT pay for any costs associated
with providing this information. The Government reserves the right to
consider a small business, 8(a) or any other set aside arrangement as
deemed appropriate for this contemplated procurement. To be eligible
for any future contract prospective concerns must be registered in the
Department of Defense Central Contractor Registration (CCR), and must
accept payment via Electronic Funds Transfer (EFT). NOTE WELL: ADDRESS
