pmenon@usaid.gov. USAID has designed the South Asia Regional
Initiative/Energy Program (SARI/E) to help countries realize the vision
of cooperation in energy issues and address the challenge of supply of
energy. USAID is searching for a senior-level professional under a US
Personal Services Contract (PSC) for three years beginning August 1,
2000. Located in New Delhi, India s/he will serve as the Program
Manager for SARI/E. The Contractor, will head a Regional Coordination
Office providing overall supervision to the contractors and grantees
hired to implement this program. S/he will report to the Deputy Mission
Director and will be responsible for the overall management and
implementation of the program in the field. Specific duties are: --
Work with the Senior level decision makers, USAIDs, Embassies, and AID
Washington technical and program offices to coordinate and manage
specific activities in the region and in each country including
discussing critical policy and regulatory issues that impede investment
in transnational energy infrastructure and the trade of energy within
the region. -- Oversee the work of contractors and grantees to
coordinate long- and short-term Technical Assistance, training,
analyses, exchanges and partnerships. Provide broad policy and program
guidance to partners contractors, recipients and grantees to ensure
that program activities complement USAID's bilateral efforts and
contribute to the achievement of overall SARI/E goals. Ensure that
SARI/E efforts complement and are coordinated with USAID bilateral
activities in the energy sector. The Contractor will be responsible for
working with the energy teams in each mission and with AID/W to develop
a performance monitoring plan for the SARI/Energy program, and to draft
the annual results reporting and resource requests (R4) report. The
successful applicant should have graduate school training either in
business management, engineering, economics and/or social sciences.
S/he is expected to have more than 15 years experience in energy policy
planning and development and/or private power/energy development,
knowledge of/and international experience in energy sector reform and
privatization, and at least 5 years experience working in developing
countries on the design and implementation of energy projects.
Experience in the South Asia region will be an additional advantage.
The incumbent must possess excellent communication and interpersonal
skills. The incumbent must have a good understanding of the Regional
Energy and Trade issues. Preference will be given to candidates with
U.S. Government Program Management Experience. This CBD Notice is the
