The Internal Revenue Service has a requirement for Armed Guard Security Services at our Andover, Massachusettes Service Center, and Methuen, Massachusettes off-site facility. The Andover Service Center is a 375,546 square foot facility, located on approximately 10 acres. The contract term is anticipated to be between three (3) and five (5) years. In procuring these services, the Internal Revenue Service will be utilizing "Commercial Acquisition Procedures" as described in "Part 12 Acquisition Of Commercial Items", of the Federal Acquisition Regulation (FAR). In accordance with these procedures, the Internal Revenue Service shall solicit the required service utilizing provisions and clauses determined to be consistent with customary commercial practices as described in the FAR. In addition, the Internal Revenue Service is also concerned with researching the market, to obtain Armed Guard Security Services, CUSTOMARY AND/OR STANDARD COMMERCIAL PRACTICES (contractual service agreements with industry) information specific to the following: 1) Commercial Agreement terms and conditions utilized in commercial industry contracts with respect to, discounts, buyer financing, and customer service support; 2) Training and training support procedures; 3) Negotiation and problem resolution procedures; 4) Customary or regulated types of equipment utilized in performance of Armed Guard Security Services; 5) Applicable industry-wide federal, State,and local laws or regulations unique to the provision of Armed Guard Services, and; 6) Customary practices regarding, customizing, modifying or tailoring armed guard security services to meet customer needs. In addition, please provide any company Armed Guard Services literature and/or catalogs. This information is requested to be provided by COB May 10, 2000.
