The National Institute of Standards and Technology (NIST) intends to procure the services of a Contractor to construct an Advanced Measurement Laboratory (AML) building on the NIST campus in Gaithersburg, Maryland. The proposed AML will be one of the most technologically advanced buildings in the world. No existing laboratory combines the features of close temperature control, vibration isolation, air cleanliness, and power quality into a facility of this magnitude. The AML consists of five building wings, each with one occupiable scientific level. Two metrology wings are below grade, two physical science wings and a cleanroom wing are located above grade. The building area is 47,480 gross square meters (511,070 gross square feet) and 19,537 net assignable square meters (210,295 net square feet). Building area breakdown is as follows: Cleanroom Wing -- 8,520 gsm, Instrument Lab (East) -- 9,529 gsm, Instrument Lab (West) -- 11,858 gsm, Dynamic Metrology Lab (East) -- 8,470 gsm, Quiet Metrology lab (West) -- 9,103 gsm, Offices -- 2,407 nsm, Laboratories -- 9,808 nsm, Laboratory Support -- 4,086 nsm and Building Support -- 3,236 nsm. The AML is comprised of 187 Instrument Lab Modules and 151 Metrology Lab Modules featuring the following specialty areas: 48 Precision Temperature Control Laboratories (+/-0.01 degree C or +/-0.1 degree C), 27 Low Vibration Laboratories (active and passive isolation systems) and a 8,520 gsm Cleanroom Facility (Class 100 upgradable to Class 10). Laboratories building-wide feature each of the critical environmental categories listed for the overall building, including: HEPA filtration at the supply-side of all laboratory air handlers; +/-0.25 degree C temperature control as the baseline for all laboratories (all digital system); all laboratories on-grade or below-grade, with a minimum level of "Criterion-A" isolated slab-on-grade (mechanical, electrical, and structural systems designed to minimize vibration; laboratories featuring a building-wide, conditioned power supply system meeting IEEE Std. 1100-1992 for critical electronic loads; acoustical design considered in the design of all mechanical, architectural, structural, and electrical systems so as not to affect scientific programs (based on NC-45 for labs, NC-55 for cleanroom and NC-30 for special metrology; mechanical services (piping, ventilation and electrical) as well as "dirty" laboratory support equipment and gas bottles located in a service corridor located between laboratory modules, maximizing flexibility and cleanliness; building layout on a hard-metric module featuring the use of the metric system wherever economically feasible; and natural daylighting, energy conservation and recycling incorporated into the building design and planned operation. The magnitude of construction is estimated to be between $140,000,000 and $170,000,000. Performance and payments bonds will be required in accordance with Federal Acquisition Regulation. Issuance of the request for proposal solicitation will be onor about May 15, 2000 with contract award in fiscal year 2000. Period of performance shall be 1,140 days from the date of notice to proceed which is anticipated approximately 10 days after contract award. Award of a fixed-price type contract will be made to the offeror proposing the best-value to the government.
