to award a contract for the production of the M56 Smoke Generator
Systems (SGS) and the production of components for the M58A1 SGS. The
M56 SGS is a visual/infrared (IR) wavelength large area smoke generator
system mounted on a M1113 High Mobility Multi-Purpose Wheeled Vehicle
(HMMWV). The system is modular and uses a Gas Turbine Engine as a power
source to disseminate obscurants. The M58 Mechanized Smoke Generating
Systems employ a modified M113A3 Armored Personnel Carrier (APC) as its
vehicular platform. The M58 SGS utilizes many of the same components
contained on the M56 SGS. All M56 SGS produced under the current
production contract have been manufactured in accordance with the
performance and test requirements of the M56 Technical Data Package
(TDP). The proposed contract will procure these systems based upon
performance specification requirements. The proposed five year contract
will include the production of up to 550 M56 SGS for the US Army,
production of up to 40 M58A1 SGS Component Sets, possible Foreign
Military Sales Production requirements for both the M56 SGS and M58A1
SGS Component Sets, Spare Parts Support to Government test sites and
the US Army Spares System, Test Fixture Manufacturing for selected
electronic control assemblies, M56 On-site Support during hand-off
activities to US Army units, Integrated Logistics Support efforts for
the M56 SGS and Warranty coverage for the M56 SGS. It will also include
program management tasks, quality assurance efforts, value engineering,
configuration management and environmental safeguarding requirements.
A draft Request for Proposal (RFP) seeking comments from Industry
concerning the proposed acquisition will be issued on or about 10 May
2000. It is anticipated that a Level III Advance Planning Briefing for
Industry (APBI) will be held for all interested parties on 25 May
2000, at the Edgewood Area of Aberdeen Proving Ground, Berger Building
E-3549, 9:00am-3:00pm. All interested parties who wish to participate
are invited to attend. INFORMATION TO POTENTIAL OFFERORS/CONFERENCE
ATTENDEES. 1. Advance Planning Briefing for Industry. Pre-Registration
for the conference is mandatory. The following information should be
submitted to Mrs. Tandee Carr, at tandee.carr@sbccom.apgea.army.mil or
faxed to (410) 436-4542, prior to 22 May 2000: the complete mailing
address to include POC's name, voice and data telephone numbers, and
e-mail address of attendees. 2. Draft RFP. The draft RFP will be
released on or about May 10, 2000 at the following site:

scheduled for release on or about 29 June 2000. This will be the
controlling document for the preparation and submission of proposals.
