68 -- CLEANERS, SOLVENTS SOL DAAH17-00-R-0018 POC Debbie Mose, 717-267-8730, extension 323/Contacting Officer Richard Rector, 171-267-9007, extension 202 Liquid heavy duty detergent for steam cleaning military equipment. The detergetdetergent must have demonstrated and documented proof of the following eqrequirements: (1) Must be capable of steam cleaning heavy road grime an dirt from cavities and surfaces in a timely manner and with acceptable consumption of the detergent. (2) Must be capable of cleaning the equipment leaving a surface free of alkaline residue, oil film, and ready for application of paint. (3) Must be capable of use at a concentration of a minimum of 1 part detergent to 15 parts of water. (4) Must be free of phosphorous compounds, phenols, combustible materials, and other toxic, environomentally unfriendly, components. (5) Must be apable of use in Letterkenny steam sleaning equipment without clogging the equipment. (6) Must be capable of use on steel, aluminum, rubber, or mioxed metal surfacs without discoloring, roughing, corroding or otherwise adversely affecting the meterial being cleaned. (7) Must be moferately foaming. (7) Following a clear water rise that last no more than 10% of the stea, cleaning time, must pass a "water break" test in accordance with MIL-C-53072 and show no other evidence of residual surface alkalinity, dirt particles, or organic films. Material is to be shipped in 55 gallon drums along with the MSDS. Delivery is upon Contractor receiving the Delivery Order and every 6 months thereafter with a quantity of 25 drums per delivery. PProposed award will be awarded as a Indefinite Quantity Type Contract with a base year and four (4) option years. The minimum quantity is 15 drums and the mamimum 50 drums, with a estimated total of 170 drums per year. Any responsible contractor who feels that can provide this material must submit a sample of the product prior to the release of the solicitation and award to Share Corporation by May 31, 2000 in order to be considered. The proposed contract will be awarded sole basis utilizing FAR 6.302-1 to Share Corporation because of the unique environmental conditions found at Letterkenny Arny Depot, Chambersburg, PA. All samples must be provided to Directorate of Contracting, Bldg 421, ATTN: Debbie Mose, Letterkenny Army Depot, Chambersburg, PA 17201. Nooral requests are permitted. Numbered notes 22 and 25.
