The Health Resources and Services Administration (HRSA)
intends to negotiate, on a sole source basis, with the National
Conference of State Legislatures (NCSL), 444 North Capitol Street,
Suite 515, Washington, D.C. 20001, for a contract for the "National
Center for Health Workforce Information and Analysis." This is a notice
of intent, not a request for proposals. In order for the "National
Center for Health Workforce Information and Analysis" program to be
successful, the Contractor will need to identify on a state-by-state
basis, workforce goals that were used to develop each state's GME
financing strategy, and analyze the impact of the financing strategy on
workforce goals. The task will represent a further refinement of a
study the Contractor previously conduced on State financing of medical
education entitled "Financing Medical Education by the States" in
which the Contractor examined State and Federal government policies
affecting the training of health professionals, whether those policies
make sense, and whether public subsidies should be redistributed to
address the nation's persistent but changing health workforce needs.
The decision to award the contract to NCSL is based on NCSL's long
history of work with the States and its unique working relationship
with individuals in State government. In addition, NCSL has completed
numerous projects and reports involving the analysis of health
workforce issues that affect the States, including "Financing Medical
Education by the State, Medicaid Support for Graduate Medical
Education, and Medicaid's Role in Financing Graduate Medical Education"
(Health Affairs, January/February, 2000). This work provides the
critical foundation and level of experience in the arena of State
workforce education financing that is unique to NCSL and we believe is
necessary to the completion of this contract within the project period
and within the allotted budget. In addition, the NCSL has developed an
extensive network of contacts at the state level that are essential to
this project. These contacts include policy makers and those working in
positions of influence within the State governments, individuals who
would otherwise be inaccessible to another contractor. Therefore, the
Government has determined that NCSL is the only central source having
the experience and expertise necessary to provide the work and services
